SME-level Business Analyst
Harkcon, Inc. is seeking a senior Business Analyst SME to streamline and modernize business operations and IT investments across divisions supporting the USCIS. The role involves leading requirements, process optimization, and system integration analysis to support backlog reduction, digitization, and automation initiatives.

Responsibilities
Lead business process analysis and reengineering for high‑volume workflows, using techniques such as process mapping and gap analysis
Elicit and document detailed business, functional, and non‑functional requirements, including use cases, user stories, and acceptance criteria
Support Agile teams by grooming backlogs, refining requirements, and ensuring traceability from epics to deployment
Develop process flow diagrams, SOPs, and decision logic to support IT development and system integration
Collaborate with data analysts to define KPIs, data needs, and analytic use cases that support workload forecasting and performance management
Participate in and support testing and deployment, including test case development, UAT coordination, and defect triage
Work closely with stakeholders across DHS and external agencies to ensure process and policy alignment and to incorporate user feedback
Contribute to operational readiness and change management deliverables (playbooks, training inputs, FAQs)
Qualification
Required
Bachelor's degree in Business, Information Systems, or related field
Minimum 8 years of experience as a business analyst or subject matter expert
At least 5 years supporting federal programs in process optimization, requirements analysis, and system integration
Expertise in requirements gathering, process mapping, and workflow optimization
Strong understanding of Agile methodologies, testing, and system deployment
Ability to translate complex technical concepts into actionable business solutions for diverse stakeholders
Ability to obtain and maintain DHS public trust suitability
Preferred
Experience working with DHS mission programs, especially high-volume, rules‑driven adjudication or verification environments
Hands‑on experience with Agile tools (e.g., Jira, Azure DevOps) and data visualization tools (e.g., Tableau, Power BI)
Familiarity with Staffing Allocation Models (SAM), workload forecasting, or similar analytic models in a federal context
