CYBER PLANS PROGRAMMING AND POLICY ADVISOR

Responsibilities
Manage IW operations, activities, and investments (OAI). As the Deputy Director of 16 AF/OL-A, ensures seamless integration of IW OAI between 16 AF, USCYBERCOM, its subordinate HQs, the NSA, and other interagency and international partners, to achieve DoD and national objectives
Provide operational, managerial, procedural, policy requirements and oversight along with resource activities. Provides guidance, direction, and continuity that impacts IW operations and system policy for 16 AF
Exercise delegated authority to represent and make commitments on the behalf of the Director. Provides advice and direction to 16 AF/OL-A personnel
Represent 16 AF at cross-functional events (CFE), conferences, events, and other meetings. Represents the organization at all external engagements as required; develops and presents command level briefings, in house, at higher headquarters, at other DoD elements, and with interagency and international partners as required; and leverages mutual relationships with other staff activities and personnel in the overall accomplishment of assigned functions

Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
Employee must maintain current certifications
Employee must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1
Mobility is a condition of employment. Employee must sign an Air Force-wide mobility agreement
Employee may be subject to polygraph testing as an inherent primary requirement of their position
Employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments

Knowledge of and skill in applying joint cyberspace and information operations planning concepts, principles, and practices
Extensive familiarity with broad range of military operations, including recent experience within cyberspace operations
Knowledge of and skill in interpreting and applying cyberspace policy and doctrine to cyberspace operations
Knowledge of safety and security practices for ensuring the safeguarding of classified information
Demonstrated ability to apply this planning expertise in military operations to the missions and desired outcomes of the organization
Ability to lead large and functionally diverse teams in the development of operational policies, plans, and courses of action
Mastery of advanced management and organizational principles and practices
Comprehensive knowledge of planning and programming including the sequence and timing of key operational events and milestones
Methods of evaluating the effectiveness of planning actions as related to actual events
Knowledge of the organization mission, authorities, and capabilities
Knowledge of cyber operations support or enabling processes, specifically including knowledge of cryptologic capabilities, processes, limitations, and contributions to cyber operations
Knowledge of and demonstrated ability to contribute to the development, interpretation and application of organization regulations and policy, program directives and guidance materials relevant to the cyberspace mission and operations
Skill in analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations
Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds
Skill in providing input to the analysis, design, development or acquisition of capabilities used for meeting objectives
Skill in identifying external partners with common cyber operations interests
Ability to maintain relationships with internal and external partners involved in cyber planning or related areas
Ability to facilitate interactions between internal and external partner decision makers to synchronize and integrate courses of action in support of objectives
Skill in staff management, assignment, and allocation, as well as organizational planning and staffing processes
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing
Ability to work in a professional manner with senior officials from a broad array of activities, including federal and local government, industry, and interagency and international partners and organizations
