FLEET POLICY PROGRAM MANAGER

Responsibilities

You will be responsible for managing, planning, organizing, implementing, and monitoring the fleet policy branch
You will develop and maintain the fleet policy for the command by ensuring policies are properly responsive to higher authority directives, and coordinated with the policies of adjacent and supported commands in conjunction with U.S. and NATO plans
You will maintain files of strategic and higher authority strategy, policy and doctrine documents as well as agreements affecting the command
You will participate in planning war games and concept development and experimentation (CD and E) events that support policy development
You will manage, supervise, and coordinate the development of divisional Flag Officer level staff briefing books, correspondence and presentations
You will review and track the Division annual budget, annual travel budget and the divisional manning document
You will develop and manage the annual division civilian contract support requirements and assume the responsibilities as the Contracting Officer's Representative (COR)

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
MSP/PPP applicants must currently hold the required security clearance
Successful completion of a pre-employment drug test (including marijuana) is required
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
To qualify for a GS-14, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Experience directly formulating and communicating Navy strategic guidance and policy
Experience researching Navy, Joint and Department of War strategy and policy guidance, and applying the relevant guidance to ongoing projects and assignments
Experience briefing senior executives and flag officers on complex matters and then applying their decisions and guidance
Experience analyzing Navy and Joint doctrine at tactical and operational levels, both determining misalignment and providing recommended changes
Experience providing leadership, direction and professional development to a team of three to five personnel
