Associate Civil Engineer (Transportation & Traffic)

Responsibilities

Supervise, train, and support engineering staff and unit operations
Perform professional engineering analysis, design tasks, and project evaluations
Coordinate projects with contractors, consultants, City departments, agencies, and the public
Prepare clear reports and deliver presentations to technical and non-technical audiences
Administer consultant contracts and perform related duties as assigned
Support transportation planning; assist in preparing designs, plans, specifications, and estimates for installing, removing, replacing, or modifying traffic signals, signs, street lighting, and other control devices to ensure safe, efficient multimodal travel
Review land development applications and traffic impact reports for accuracy of projections, circulation impacts, and compliance with City, State, and Federal traffic design standards and accepted engineering principles
Review and approve construction and event traffic control plans
Prepare and manage Federal, State, and Regional grant applications; ensure compliance with funding requirements and maintain records for audits and reporting
Issue work orders for new or modified traffic control devices; respond to public requests for traffic control changes
Assist with and perform complex transportation engineering projects; recommend and implement traffic signal timing and coordination improvements using specialized software; conduct field review and fine-tune signal timing
Monitor industry developments, guidelines, and best practices; recommend and implement related policies, procedures, and physical improvements

Required

Three (3) years of increasingly responsible and varied professional civil engineering experience including supervisory experience
A Bachelor of Science degree from an accredited college or university in civil engineering
Possess and maintain throughout employment an appropriate, valid California Driver's License
Registration as a Professional Civil Engineer in the State of California

Preferred

Experience working collaboratively with local governments and transportation agencies
Demonstrate the ability to mentor and develop staff
Comfortable presenting to the City Council, Commissions, and Committees

Benefits

Membership in CalPERS (2% at 60 or 2% at 62 with three year average salary). City of Milpitas employees do not participate in Social Security, but do contribute to Medicare. ProTech members participate both in CalPERS, and the LIUNA pension fund. The current cost of the LIUNA pension fund is $1.39/hour.
Choice of CalPERS Medical Plans. City pays coverage up to the Kaiser rate (currently $2,228.36/mo. for family). Employees who waive health coverage are eligible to receive $125 per month in lieu of medical plan coverage with proof of other coverage.
Employees are eligible upon CalPERS retirement from the City to receive up to 100% retiree medical coverage (currently based on the Kaiser health rate), based on years of service.
City provides full family coverage for Delta Dental and MES Vision at no cost to the employee.
City provides $50,000 term policy. Supplemental employee-paid life insurance is available up to $500,000, based on carrier acceptance.
City provides a Short-Term Disability plan similar to State Disability Insurance (SDI) coverage. Employees do not participate in SDI. Long-Term Disability coverage of 60% of base salary up to $1,500 per month is available after a 60-day waiting period. Additional buy-up options for LTD are available up to $6,000 per month.
City contributes $75 per month on the employee's behalf.
Hourly employees earn 11-31 days of vacation based on years of service.
Employees receive 12 paid holidays and one (1) floating holiday per year.
Employees earn 12 days annually.
Employees are eligible to receive up to $1,400 per fiscal year in tuition reimbursement.
Employees are offered free access to City-sponsored sports and fitness programs.
The City also offers a flexible spending benefits plan, employee assistance program, and other voluntary insurance.
