Park Manager (Assistant Superintendent)

Responsibilities
Plans, organizes, directs, and evaluates the operation and management of key divisions and programs of the parkway in accordance with applicable laws and regulations, policies, agreements and with input from various parkway stakeholders, and with supervision from the Superintendent
Exercises a key role in external relations and promotes a high level of public engagement, understanding, trust, and support for the parkway and the National Park System as a whole
Promotes and regulates use of the parkway in accordance with the policies, guidelines, and regulations of the National Park Service (NPS) and applicable laws of the state, county, and Federal government
Provides leadership, direction, policy development, oversight, and budget formulation to park programs and activities including cultural and natural resources management, planning, lands and compliance, interpretation and education, and employee safety and wellness
Encourages a spirit of close cooperation and coordination among the various divisions of the parkway
Works closely with the Superintendent to set the direction and policy for their respective parkway programs and is the secondary authority for interpreting and implementing national programs within assigned program areas at the park level after the superintendent
Provides direction in strategic and long-range planning for the parkway's operations within assigned program areas
Coordinates the development of a target organization based on the annual operating budget that allows for flexibility and creative organization design that meets the parkway's current and future needs
Identifies operational needs for assigned divisions and acts as appropriate
Delegates authorities, assigns responsibilities, and evaluates effectiveness of individual activities and total operations, including partnership operations
Works with the Superintendent to define resource conditions, visitor experiences and management actions that will best achieve the parkway's missions, protect resources and implements broad-scale plans through more specific planning, area plans, and annual work plans
Ensures public participation and consideration of differing interests
Coordinates planning and development with other National Park Service, Federal, state, and city/county offices as necessary
Is responsible for short and long-term planning including development of objectives, and revision and updates to Foundation for Planning Documents, Unit Management Plans, Resource Management plans, as well as collaboration with other Division Chiefs and the Superintendent on implementation of the Park Asset Management Plan
Provides strategic thinking and leadership for the parkway's long-term planning efforts across several large organizational divisions
Identifies and capitalizes on new opportunities for park connections with the community, organizational restructuring, business services, and visitor services
Recognizes problems and develops creative and innovative solutions to position the park for the future
Identifies the need for and then leads development of park strategic plans related to assigned functions and divisions, such as interpretive services plans, resource stewardship strategies, and lands acquisition plans
Provides leadership for recommending changes in and carrying out the intent of the parkway's General Management Plan and contribute to and implement decisions on the general philosophy and direction of the park

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b)
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required
You will be required to wear a uniform and comply with the National Park Service uniform standards
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work
You may be required to travel overnight away from home
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority
The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment
As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated
To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with particular knowledge, skills, and abilities needed to perform the duties of this position
Experience may have been in technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park related work
This experience includes activities such as: management, assistant or program specialist work involving development and implementation of complex, controversial, and/or sensitive policy related to protection and conservation of park areas or similar operations; directing programs and work through direct and indirect supervision
To be creditable, this experience must have been equivalent in level of difficulty and to that of at least the GS-13 grade level in the federal service
You must include hours per week worked
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social)
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
