Responsibilities

You will serve as a senior advisor and subject matter expert to Navy and Program Executive Office leadership on matters pertaining to Chemical, Biological, Radiological Defense (CBR-D), Explosive Ordnance Disposal (EOD), and Systems Integration
You will provide Senior Technical Consultation to agency leadership, represent the Navy at technical and professional forums, and advise on CBR-D, EOD, and Systems Integration technology development, deployment, and support
You will serve as the Command and NAVSEA principal advisor, provide technical leadership, and oversee the full range of technology development, acquisition, integration, and in-service engineering effort
You will provide expert technical and program senior advice for all research and development areas of CBR-D and Explosive Ordnance Disposal at the Command, across the Navy, and applicable DoD and non-DoD agencies
You will have an understanding of CBR-D as it relates to fleet readiness: shipboard, fixed site and Expeditionary Collective Protection and Detection Systems
You will implement departmental standards for performance objectives, Individual Development Plans (IDP), offer coaching and feedback on performance and determine performance-based pay
You will advise on local division, Navy, and national investment in CBR-D, EOD, and Systems Integration technology development, deployment, and support

You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
Successful completion of a pre-employment drug test (including marijuana) is required
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

Demonstrated high level of expertise in a broad scope of technologies and scientific disciplines related to Chemical, Biological, and Radiological Defense (CBRD); Joint Service Explosive Ordnance Disposal (EOD); and/or Naval guns, ammunition, and weapons & armament packaging, handling, storage and transportation (PHS&T)
Demonstrated expertise in the fields of warfighter and fleet support and in-service engineering
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual
Successful completion of a bachelor's or higher engineering degree from an accredited college or university
Combination of education and experience -- college-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology
A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science
Degree: Mathematics, statistics, or actuarial science
An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable
