Solutions Development Office Technical Analyst (O-5 Billet) Non-Supervisory
USAJOBS is seeking a Solutions Development Office Technical Analyst to support IT innovation for healthcare delivery within the Immigration and Customs Enforcement Health Service Corps. Responsibilities
Design, develop, implement, maintain and support solutions as determined by project approval processes, and as requested by chain of command
Design front-end user interfaces, back-end data storage systems, business logic, and automations in accordance with SDO development standards and industry standards and best practices
Design, develop, and present relevant training materials pertaining to solutions and platforms in the SDO portfolio
Collaborate with other IHSC units and HITU offices and staff to distill technical requirements from functional requirements. Provide input on requirement gathering sessions and workgroups to accurately capture and document functional requirements
Develop metrics, report and summarize assignment outcomes for areas of responsibility
Establish, manage and/or resolve SDO support requests. Analyze, escalate and work collaboratively with other staff from IHSC and the ICE Office of Chief Information Officer (OCIO) on support issues of increased complexity
Conduct market research, coordinate demonstrations; develop technical white papers and issue papers; conduct analysis of alternatives to identify technical solutions that align with project requirements
Support IT cost-benefit analyses, risk assessments, and analysis of alternatives activities to inform IHSC staff develop proper business case documentation to support their IT initiative
Explore, research and become proficient in other technology platforms and advise how to integrate those platforms into the IHSC environment
Review documents within scope of HITU projects including, but not limited to: functional requirements documents, privacy threshold analysis, privacy impact assessments, user guides, and more
Review technical sections of Performance Work Statement (PWS), Statement of Work (SOW), Quality Assurance Surveillance Plan (QASP) and other acquisition documentation within scope of HITU projects
Develop technical Standard Operating Procedures (SOPs), instructions, guides and training to support technical processes and best practices to contribute to the SDO Knowledge Base
Provide input for technical policy, procedures and strategies governing the planning and delivery of information technology services throughout IHSC
Provide input for budgetary activities associated with tracking IT acquisitions, spend plans for current and future projects, Service Level Agreements (SLAs) and developing cost estimates
Perform risk management; identify and assess project risks, mitigate threats and identify opportunities
Provide input to Contracting Officer's Representative (COR) and/or Project Officers responsible for ensuring contractor compliance and the delivery of contract deliverables
Provide continuous feedback to support process improvement within HITU by identifying, analyzing and improving existing operational processes; as appropriate, develop new processes
Qualification
Required
A bachelor's degree or higher in health care or information technology related field AND minimum of four years of experience working in a professional environment as a developer
If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain currency. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency
Proficiency with front-end user interface and user experience design concepts and practical application
Proficiency with back-end system design and development including relational databases and NoSQL databases
Proficiency with software development concepts such as variables, algorithms, data structures, runtime complexity and their practical application
Proficiency with software communication mechanisms such as application programming interfaces over network (e.g, REST, GraphQL)
Proficiency with Microsoft SharePoint and Power Platform including Power Apps, Power Automate, and Dataverse preferred
Proficiency with low-code platforms (e.g., ServiceNow, Salesforce, Appian, Pega) preferred
Proficiency with event-driven architecture design, development and implementation preferred
HTML, CSS, JavaScript, Python, Golang, .NET and/or C# experience preferred
Experience with project management concepts including waterfall and agile methodologies
Knowledge of medical, administrative, ethical and legal requirements and standards related to healthcare delivery and the privacy of protected patient information
Knowledge of program policies and guidelines, and operating procedures relating to medical information
Knowledge of organizations and responsibilities of all levels of government operations for medical information communication
Ability to provide input for responses to congressional inquiries and to effectively communicate
Flexibility and ability to adapt to sudden changes in schedules and work-related requirements
Occasional travel required to support IHSC facilities
