Responsibilities

Oversees all pharmacy procurement and purchasing activities in coordination with the Business Manager and Pharmacy Benefit Management Section
Ensures procurement strategies align with local initiatives, formulary guidelines, therapeutic needs, and budget
Monitors and regularly adjusts PAR levels based on usage trends
Employs inventory management tools and methodologies to optimize stock levels, prevent shortages and out-of-stock situations, and reduce waste
Implements and operationalizes local, VISN, and National formulary performance initiatives
Ensures procurement alignment with national VA financial stewardship goals, identifying opportunities for cost reduction, contract optimization, and bulk purchasing efficiency
Coordinates all medication and supply recalls, ensuring that recalled items are identified, removed, and documented in accordance with VA, FDA, and manufacturer recall protocols
Oversees the Reverse Distribution Program, ensuring expired and unused medications are processed for credit, return, or proper destruction in compliance with VA, and DEA regulations
Oversees the specialty medication procurement and dispensing, including tracking consults, processing purchase orders, and ensuring compliance with Risk Evaluation and Mitigation Strategies (REMS) programs
Serves as Contracting Officer Representative (COR I & II), the primary liaison between pharmacy services and the contracting office for pharmaceutical procurements, vendor negotiations, and contract performance monitoring
Develops and delivers educational programs for medical center staff, focusing on inventory and formulary management, and financial stewardship
Provides direct supervision and oversight of Inventory Management Specialist (IMS) pharmacy technicians and other procurement support staff

Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia
Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored
Non-licensed pharmacists who otherwise meet the eligibility requirements may be given a temporary appointment at the entry level as a Graduate Pharmacist under the authority of 38 U.S.C. § 7405(c)(2)(B)
Pharmacists must actively pursue meeting state prerequisites for licensure starting from the date of their appointment
Failure to become licensed within 2 years from date of appointment will result in removal from the GS-0660 Pharmacist series and may result in termination of employment
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation
