The Library of Congress is the national library of the United States and is part of the Legislative Branch of the Federal government. Responsibilities

Resolves copyright registration cases which have been designated as having missing element status, where an application or deposit, or a portion of the deposit, or both application and deposit have become separated or lost during processing. Missing element cases may be referred from any part of the overall registration process after the referring area has assured that the missing elements are not in that area. Responsible for assuring that the copyright record is made complete and that the claim receives registration if all legal registration requirements are met
Independently researches and resolves problems of a common or immediate nature. Attempts to match with other such cases within the missing element area, or searches appropriate automated and manual files, records, and locations within the Copyright Office. If successful, forwards the case to the next appropriate area. If not successful, takes steps necessary to complete the registration and the public copyright record
Follows approved guidelines for all missing elements cases. Closely monitors the effectiveness of these procedures and recommends changes as appropriate. Maintains close liaison with units concerned with missing elements problems
Solves unusual problems in performing a variety of duties related to special projects involving administrative or program issues. Conducts extensive research of data from diverse sources. Extracts and assembles information. Uses advanced analytical techniques to develop conclusions. Develops written reports or oral presentations to recommend changes to programs or procedures
Communicates with a wide variety of copyright claimants in order to complete the copyright registration process and to solve problems encountered in this process. Exercises good public relations practices in soliciting and giving information. May often be called on to deal with difficult patrons or callers. Demonstrates an understanding of the demands and attitudes of the copyright industry clientele. Communicates in written format and by phone
