Assistant Vice President Program Coordination (Owner Support)
The Metropolitan Transportation Authority is seeking an Assistant Vice President, Program Coordination (Owner Support Resources) who will provide strategic leadership in the planning and execution of force account services that support the MTA's capital program. This role is responsible for ensuring the effective deployment of resources across infrastructure projects and collaborating with various stakeholders to enhance operational efficiency.

Responsibilities
Lead the planning and coordination of force account support—including flagging, work trains, track access, and diversion services—for all MTA C&D-managed capital construction projects
Coordinate closely with MTA C&D Delivery business units, operating agency stakeholders (e.g., NYCT Maintenance of Way, Service Delivery, Operations Planning), and third-party contractors and support functions to align force account resource planning with project schedules, operational constraints, and service delivery requirements
Facilitate cross-functional collaboration to proactively identify and resolve conflicts related to track access, labor availability, and equipment deployment
Represent Owner Support Resources in executive-level meetings and working groups, advocating for resource needs, negotiating access priorities, and ensuring alignment with broader capital program goals
Lead and mentor a multidisciplinary team of Sr. Directors, Directors, Managers, and Analysts, fostering a culture of transparency, responsiveness, and collaborative problem-solving across departments and agencies
Oversee the creation of detailed cost and schedule estimates for force account labor, equipment, and access resources across a portfolio of complex capital projects
Track force account performance against budget and schedule baselines; identify variances and lead corrective actions to maintain delivery targets
Advise on contract structures that incentivize efficient force account usage; collaborate with MTA C&D Contracts and Delivery teams to implement and evaluate these strategies
Produce and present performance reports on key metrics (e.g., budget adherence, resource fulfillment, service impact) to executive leadership and project stakeholders
Provide high-level governance and direction across complex, cross-functional processes to ensure alignment with strategic initiatives
Develop and implement strategies to reduce reliance on force account resources while minimizing operational impact—driving sustainability, resilience, and cost-efficiency
Navigate and lead through operational complexity by breaking down challenges, prioritizing effectively, and designing scalable solutions that support growth and adaptability
Successfully manage numerous concurrent workstreams in fast-paced, high-pressure environments—ensuring deadlines are met, dependencies are coordinated, and teams are empowered to deliver results
Identify synergies, overlaps, and potential conflicts for track access and other force account resource needs across projects and initiatives; provide strategic recommendations to optimize outcomes, mitigate risks, and align with broader organizational objectives
Qualification
Required
A Bachelor's degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field
A Master's degree in public policy, public administration, public affairs, or business administration is strongly desired
Must have a minimum of fourteen (14) years of experience in Transportation Planning or Budgeting, Infrastructure, Finance, Planning, or a related field
Must have a minimum of eight (8) years of managerial experience
Familiarity with the MTA network and/or the MTA Capital Program
Experience with project planning, scheduling, and/or budgeting
Familiarity with the MTA's policies and procedures
Familiarity with federal funding rules and regulations
Excellent organizational and presentation skills
Demonstrated supervisory and/or leadership capabilities
Demonstrated proficiency in Microsoft Office Suite or similar applications, i.e., Word, Excel, PowerPoint, and Outlook
Preferred
Familiarity with the MTA operating agencies and their support resource practices, procedures, systems, and/or applications
Understanding of MTA service delivery, operations planning, and/or maintenance of way operations
Knowledge of or experience with service diversion planning, flagging operations, and work train and/or shuttle bus operations
Knowledge of construction resource management and experience with resource planning and prioritization
Experience with public sector budgeting, forecasting, and/or estimating a plus
Knowledge of MTA force account systems and applications, including the TA Labor Construction System (TLCS), Track Access Management System (TAMS), or other systems, is a plus
