DISTINGUISHED ENGINEER/SCIENTIST FOR ADVANCED ELECTROMAGNETIC WARFARE

NAVAL SURFACE WARFARE CENTER is seeking a Distinguished Scientist/Engineer for Advanced Electromagnetic Warfare (EW). This role involves providing technical leadership in the research, design, and evaluation of EW systems, as well as offering expert consultation to the Department of Navy and Defense.

Responsibilities

You will provide technical leadership for the full spectrum of science and engineering functions in research, design, test and evaluation of Electromagnetic Warfare (EW) systems and technologies
You will provide technical leadership on the integration of non-kinetic capabilities with kinetic capabilities in support of Navy missions
You will provide technical leadership in the adaptation of cognitive/adaptive and distributed/netted technical capabilities into EW systems
You will oversee the development of concepts, strategies and formulation of Electromagnetic Warfare technology initiatives
You will provide senior technical consultation, recommendations and expert advice to the Department of Navy (DON) and the Department of Defense (DOD) in the area of Electromagnetic Warfare
You will lead research teams conducting S and T R and D for advanced concepts in Electromagnetic Warfare and personally performs R and D on advanced EW concepts

Required

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty
Successful completion of a pre-employment drug test (including marijuana) is required
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This is a Cyberspace Workforce position, work role code 661, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies

Your resume should demonstrate accomplishments that would satisfy the technical qualifications
TQ#1. Knowledge in broad areas of air, ground, and surface Electromagnetic Warfare, including Science and Technology, development, and program management
TQ#2. The ability to provide technical leadership in the areas of cognitive/adaptive and distributed/netted technical capabilities in EW
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual
For 0801 Professional Engineering Series: A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university
For 1310-Physics Series: A degree in physics; or related degree that included at least 24 semester hours in physics
For 1515-Operations Research Series: A degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics
For 1520-Mathematics Series: A degree in mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics
For 1550-Computer Science Series: A degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science

Preferred

An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable
