PROGRAM ANALYST (INTERNATIONAL SPECIALIST)

Responsibilities
You will monitor DOW, DOS, DON, and Geographic Combatant Commands' USCOCOM goals to ensure security cooperation activities align with national objectives
You will conduct studies of efficiency and productivity, recommending improvements to methods, procedures, and program outcomes
You will assist the Regional Division Director and Deputy in overseeing daily operations supporting the execution of Foreign Military Sales, Foreign Military Financing, leases, grants, ship and aircraft transfers, and Excess Defense Article Program
You will review and edit information papers, country summaries, briefings, and correspondence prepared by operations specialists and country program directors to ensure accuracy and alignment with Navy IPO objectives
You will support the coordination and resolution of mission-critical problems by synthesizing complex issues, presenting information clearly, and implementing departmental policies across international security cooperation programs
You will provide technical assistance and guidance to leadership on challenging projects and international cooperative programs, helping to manage priorities and ensure compliance with laws, policies, and technology security requirements
You will be responsible to retrieve reports from standard Foreign Military Sales (FMS) automated tools and resources such as DSAMS and SCIP
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Experience includes ability to develop the potential to coordinate, manage and deliver (verbally or in writing) positions to foreign officials, U.S. and foreign officials and private industry; Expert knowledge in the handling and establishment of priorities involving multiple issues and tasks; knowledge of laws and policies pertaining to sales, leases, grants, and other weapons transfer initiatives under the Security Cooperation program. Knowledge of DOS, OSW, Navy and Marine Corps Component Commands, Combatant Commands, and DON policies with regard to Foreign Military Sales (FMS), leases grants, and other weapons transfer initiatives under the Security Cooperation program. Knowledge of the development, implementation, execution and closure of Letters of Offer and Acceptance. Proficiency in Security Assistance and Cooperation tools and resources (DSAMS, SCIP, etc.)
