Lead Compliance Manager
Adaptive Construction Solutions is seeking a highly skilled Lead Compliance Manager to direct all aspects of prevailing wage and IRA compliance operations. This role provides leadership to a team of three compliance professionals and serves as the primary liaison for client engagements, managing projects from initiation through close-out to ensure timely delivery of accurate and compliant results.

Responsibilities
Lead, coach, and develop a team of three compliance professionals specializing in compliance administration
Provide guidance to field specialists on identifying violations and executing effective site visits
Design and facilitate compliance training programs for both internal staff and client stakeholders
Monitor workload distribution to ensure deadlines and quality standards are consistently met
Develop tools and resources that enhance client compliance performance
Act as the primary point of contact for all client compliance matters
Lead project kickoff meetings and recurring client updates to ensure alignment and accountability
Present compliance findings, recommendations, and corrective actions in a professional, solution-oriented manner
Build and maintain strong relationships with clients, partners, and internal stakeholders
Oversee compliance reporting throughout the project lifecycle—from contract execution to close-out
Review participation forms, issue triggering activity notices within 15 days, and ensure all documentation is current
Prepare quarterly compliance summaries and final close-out reports detailing corrective actions and outcomes
Investigate and resolve wage-related complaints in collaboration with auditors and project leads
Review and approve corrective recommendations and supporting documentation from compliance specialists
Partner with the Compliance Auditor on the calculation and distribution of correction payments
Collaborate with the Compliance Coordinator to maintain accurate project tracking systems (SharePoint)
Ensure organized, audit-ready documentation for all projects
Escalate complex compliance issues to senior leadership as necessary
Qualification
Required
Minimum of 5 years of experience in prevailing wage or labor compliance, or a related field
At least 2 years of experience leading or managing a team
Strong knowledge of Davis-Bacon Act, state prevailing wage laws, and IRA compliance requirements
Expertise in identifying and resolving compliance violations and conducting site verification
Demonstrated ability to manage multiple complex projects with competing deadlines
Proven experience developing and delivering effective training and presentations
Exceptional communication skills and meticulous attention to detail
Proficiency with SharePoint and other project tracking systems
Preferred
Bachelor's degree in Business Administration, Public Policy, Labor Relations, or related discipline
Professional certifications in Compliance or Project Management
