CONTRACT SPECIALIST (PURCHASING/CONTRACTING)

USAJOBS is seeking a Contract Specialist for the National Guard. The primary purpose of this position is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law.

Responsibilities

Exercise supervisory personnel management and contracting responsibilities
Ensure timely submission of technical progress reports and performance metrics
Execute post-award contract performance management actions on assigned contracts
Resolve problems that limit competition and modifies clauses that discourage potential offers
Analyze price and cost elements of the proposed change(s) and obtain audits when required
Monitor and evaluate contractor performance for compliance with terms and conditions of contracts
Advise and provide counsel to employees regarding policies, procedures, and directives of management
Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements
Select appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems
Prepare final contract to include appropriate standard clauses and special provisions, final pricing and payment terms, and incentives

Required

Must have a four year course of study leading to an undergraduate degree (Bachelor's Degree) with a major in any field; with at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
Participation in direct deposit is mandatory
Must possess Active, Confidential Security Clearance
May be required to successfully complete a probationary period
Federal employment suitability as determined by a background investigation
Experience in Federal and or DOD contracting
DAWIA certification and Bachelor's degree required
Specialized Experience: 12 months of broadening contracting experience equivalent to at least GS-1102-11 level that has provided full competencies of contracting principles and procedures that included the following activities: Contract Termination, Procurement Policies, Contract Administration, Advanced Cost/Price Analysis, Developing and Negotiating Positions
