Deputy Director Utilities

NEOGOV is seeking a Deputy Utilities Director for the Town of Cave Creek. This role involves planning, organizing, and directing a wide range of public utilities activities, ensuring compliance with regulations, and managing department personnel.

Responsibilities

Manages and plans the activities within the Utilities Department working with department staff over a wide area and multiple shifts; ensures coordination of activities with other departments and governmental jurisdictions and agencies
Performs selection, promotion, training, counseling, and performance management of department personnel in consultation with the Utility Director; meets frequently with subordinate supervisors to solve more complex problems; sets priorities and deadlines, and provides guidance, mentoring and direction
Establishes policies, procedures, and methods for operation and maintenance of the Town’s water/wastewater systems. Integrates technology to ensure network security and system efficiency and resiliency
Monitors and evaluates the effectiveness and efficiency of service delivery methods and procedures
Reports to and advises the Utility Director and officials on public utilities projects and activities
Coordinates with the Utility Director and Town Engineer on plan reviews; and supervision of the design and construction of all phases of water and wastewater utility capital projects
Plans, organizes, and monitors a variety of contracted work; coordinates with engineers and contractors; makes field inspections of projects to review progress and ensure completion
Engages in considerable personal contact with citizens concerning service request and complaints; investigates and decides or recommends actions; coordinates projects with other departments; attends Town Council meetings to represent the department
Prepares and reviews departmental operating and capital budgets; monitors and approves expenditures
Oversees and Participates in changes in regulations regarding water, wastewater, storm water safety and other related issues
Performs other duties as assigned

Required

Bachelor's Degree in Engineering or related field
Five (5) years of progressively responsible experience in a small to medium municipal water utility service
Three (3) years in a management/director capacity
Advanced knowledge in highly specialized systems and procedures related to water, wastewater, reclamation, production, distribution, collection, water resources, conservation, and sustainability
Valid AZ Drivers License upon hire
