Senior Social Worker- Local Recovery Coordinator

The Washington VA Medical Center is seeking a Senior Social Worker to serve as the Local Recovery Coordinator. This role focuses on transforming the Mental Health Service into a recovery-oriented model of care and involves developing programming and service delivery, providing clinical services, and coordinating recovery implementation efforts.

Responsibilities

Develops a 3 to 5-year plan for the facility that identifies staged implementation of recovery-oriented services (e.g., use of recovery plans)
Coordinates the evaluation of recovery implementation at the facility and reports the results to the National Recovery Coordinator (NRC)
Implements measures to assess recovery policy and procedure adherence, and assess the extent that the recovery model is embodied in the Mental Health (MH) programs
Serves as a recovery ombudsman to MH executive leadership, program managers, and MH staff on recovery and implementation of recovery-oriented services
Provides leadership guidance and consultation to staffs of units to which assigned
Supports MH executive leadership with providing clinical consultation to the Peer Support program and acting as a support for their direct supervisors; supports MH leadership with filling Peer Specialist positions
Serves as EPIC Team Champion
Acts as MH Champion for MH Summit and other MH activities throughout the year
Assists with VA regional or local recovery-oriented trainings, meetings, or conferences
Develops an education plan for providers that includes:*1. recurrent didactic presentations about elements of recovery and recovery implementation byexperts;2. presentations by recovering individuals, especially veterans;3. information about community mental health support groups and other resources and how to makereferrals;4. information about VA and national recovery materials and resources and how to access them;5. information about VA sponsored trainings and education on recovery;6. availability of recovery posters and brochures;7. training on cultural competency;8. development and coordination of local recovery training as needed*
Provides annual report on implementation progress to local Leadership, VISN RC and the NRC
Meets quarterly with VISN RC to coordinate a network response to recovery implementation and implementation of policies and procedures related to recovery
Participates in facility Mental Health (MH) leadership meetings and policy planning groups
Provides clinical services to SMI diagnosed Veterans that affect MH performance metrics
Provides comprehensive psychosocial assessments and treatment for Veterans with serious mental illness referred to recovery services
Reviews all subjective and objective data; assesses high risk factors; provides a clinical assessment; determines a treatment plan for the Veteran based on acuity and need for and type of recovery services and/or psychotherapy recommended
Determines the probability of recovery-focused interventions being effective for a Veteran and provides a full range of therapeutic interventions including individual, couple/family, and group psychotherapies; psycho-educational groups; and case management
May provide clinical supervision to various disciplines and levels of training, including trainees seeking licensure in psychology and Peer Support Specialists

Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f)
Experience/Education: The candidate must have at least two years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one year must be equivalent to the GS-11 grade level
Licensure/Certification: Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, candidates must demonstrate all of the following KSAs: Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations
Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice
Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes
Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills
Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area

Preferred

Familiarity working with Veterans in the Substance Abuse Recovery Program, an intensive outpatient program serving Veterans diagnosed with a mental illness and SUD
Familiarity and skill in evidence-based practices is important for this role, while working in a Veteran Centric environment
At least two years should be in an area of specialized social work practice in mental health and substance abuse treatment
The incumbent has a post 2 years independent clinical license or certification by a state at the advanced practice level, which includes an ASWB advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advance practice level
The Senior Social Worker may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty
