Coordinator, NASO Finance and Administration (Tbilisi, Georgia)

Responsibilities
Act as the primary local expert on financial, administrative, and procurement procedures, ensuring alignment with NATO’s Financial Regulations (NFRs)
Provide input into the development and improvement of office procedures related to budgeting, human resources, logistics, and vendor management
Offer advice and guidance to colleagues and management on financial and administrative matters
Handle missions for NASO staff
Coordinate the implementation of administrative workflows across key operational areas, including procurement, asset management, recruitment, and financial processing
Serve as the focal point for ERP transactions, including the submission of financial requests and Purchase Requisitions, ensuring consistency with NASO budget lines
Assist in the deployment of administrative SOPs and contribute to process optimisation by identifying bottlenecks and recommending enhancements to HQ counterparts
Ensure accurate financial, procurement, and HR-related documentation is filed and accessible, both digitally and in physical format, in accordance with Information, Knowledge Management (IKM) guidelines
Monitor financial reports, budget forecasts, and expenditure tracking to support effective resource management and transparency
Serve as the main administrative liaison with NATO HQ services in Finance, HR, Procurement, and ICT
Represent the NASO in relevant administrative communications and ensure that local actions align with HQ directives
Coordinate with the Security Support Officer and NCIA services to implement security and ICT protocols locally
Support onboarding and induction of newcomers (both International Staff and Locally Engaged Staff), and collaborate with NASO HR teams at HQ to ensure contract administration and payroll processes are timely and accurate
Capture lessons learned and propose updates to local SOPs and guidance notes
Contribute to the ongoing refinement of administrative policies and tools, including input to the NASO Handbook and office templates
Consolidate feedback from HQ and internal stakeholders to ensure continuity and institutional memory in key administrative domains
Maintain oversight of applicable regulatory changes (e.g. local labour or tax law) and communicate implications for NASO activities and operations
If required, manage the Locally Engaged Staff in the Core Admin Team in the execution of administrative support duties (specifically for Moldova)
Be available for guidance at critical moments
Provide regular and fair feedback on performance, both informally and through the performance review and development system
Perform any other related duty as assigned
Qualification
Required
Possess higher secondary education qualification with a minimum of 6 years of experience in administrative or organisational work OR upper vocational training/post-secondary degree in a relevant field of study with a minimum of 3 years of experience preferably within administration or Finance
Have demonstrated experience coordinating or supporting human resources, procurement, and/or financial procedures in a complex international, governmental or NGO setting
Be proficient in using financial and administrative software systems, spreadsheets, ERP tools, and MS Office
Demonstrate excellent interpersonal skills, organisational ability, and written communication in English
Possess the following minimum levels of NATO's official languages (English/French): V (“Advanced”) in one; I (“beginner”) in the other
Preferred
Experience working in or supporting an international mission, embassy, multilateral organisation or NATO-affiliated office
Working knowledge of NATO financial regulations or public sector procurement principles
Familiarity with ICT coordination or ERP workflows
Understanding of host-nation labour law, tax and social security frameworks
Knowledge in the local languages (Arabic; Romanian/Russian; or Georgian/ Russian)
