Flood Ready Maine Program Manager (Public Service Coordinator II)

The State of Maine, through the Maine Office of Community Affairs, is seeking a Flood Ready Maine Program Manager to enhance state climate resilience policies and activities. This role focuses on floodplain management, risk communication, and capacity building to improve Maine's resilience to flooding and natural hazards.

Responsibilities

Lead the design and development of a regional network of certified floodplain managers in partnership with Maine’s ten regional councils
Develop and coordinate strategies for training, certification, and continuing education of floodplain managers across the state, with the goal of increasing the number of certified floodplain managers in Maine
Develop and lead a communication and education campaign that increases awareness of flood risks, builds support among municipal leaders for strong floodplain management and flood risk mitigation; and encourages greater participation in the National Flood Insurance Program and Community Rating System
Support the Maine Floodplain Management Program and Community Resilience Partnership grant program
Support the design and development of an online geospatial data hub that ensures flood risk and natural hazard data are accessible and actionable for public users and municipal decision-makers
Support state projects to update community flood maps, develop inland flooding models and other geospatial products related to flooding and climate hazards, and communicate flood and climate risks to property owners, planners, and decision makers
Responsibilities will include facilitating training and educational events, developing networks of partners and stakeholders, public engagement, and managing contracts for related services

Required

At least four (4) years of professional work experience or equivalent education in planning, public policy, environmental studies, climate resilience, hazard mitigation, or related fields
Certified Floodplain Manager (CFM)
Excellent organizational ability, strong written and oral communications, and analytical and problem-solving skills
Graduate-level training or similar experience in environmental science, planning, public policy, climate resilience, risk assessment, hazard mitigation, or related fields
Knowledge of floodplain management practices, policies, regulations, FEMA standards, and resources
Demonstrated ability to build partnerships and networks across stakeholders, and to engage communities of diverse types and sizes in participatory planning and decision-making processes
Demonstrated ability to design curricula and facilitate educational programming for professional audiences
Ability to navigate complex organizations, develop trust with senior leaders, and build trusted relationships among diverse groups of colleagues and stakeholders

Preferred

Floodplain management certification is preferred but not immediately required
