Responsibilities

Manages day-to-day activities of the assigned functional area within the Texas State Guard
Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities
Contributes to the continuous improvement of force structure, training standards, mission readiness, and administrative procedures, as guided by the commander’s intent and driven by local leadership
Reviews and maintains accounting records of purchases
Responsible for preparing, reviewing, entering and tracking all TXSG purchase requisitions and purchase orders
Coordinates with the Logistics Manager to ensure inventories are purchased promptly
Monitors and tracks vendor performance
Follows TMD purchasing program guidelines, procedures, policies, rules, and regulations
Coordinates and provides training to staff regarding purchasing and procurement practices and policies
Coordinates with TMD to initiate emergency purchases
Prepares bid specifications
Reviews or prepares the delivery of statutorily required reports
Coordinates with the TXSG T4 Deputy Logistics Manager and ensures the continuity of all TXSG logistics programs and operations
May supervise others
Performs related work as assigned

Required

Graduation from a standard high school or equivalent is required
Four years of experience in logistics, business, or supply chain management work is preferred
Experience using Microsoft Excel, Word, PowerPoint, and Outlook is required
Experience developing spreadsheets using MS Excel is required
A valid driver's license is required
Membership in the TXSG is required. You must be a current member or eligible to join upon employment by TMD
Applicants must be able to pass a criminal history check to join the TXSG
Must meet specific physical requirements as identified by the position being selected
Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation
The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired
Candidates must be eligible to work in the United States without requiring sponsorship
Upon hire with the State of Texas, males between the ages of 18 through 25 must provide proof of registration or exemption with the Selective Service
Knowledge of purchasing and procurement methods and procedures

Skill in operating a personal computer with MS applications, including Access, Outlook, Word, Excel, and PowerPoint, USAS, CAPPS, and other automated procurement systems or databases
Skill in maintaining a system of adequate record keeping
Skill in coordinating daily logistics activities
Skill in critical thinking
Ability to gather, assemble, correlate, and analyze facts
Ability to interpret purchasing policies, procedures, and regulations
Ability to assist in tracking/auditing purchasing and procurement expenditures
Ability to work well with others and establish and maintain positive working relationships
Ability to study and evaluate programs and propose recommendations
Ability to organize and effectively manage multiple projects
Ability to communicate with senior executives

Ability to work in a military environment

Preferred

Graduation from an accredited four-year college or university with major coursework in logistics management, business management, or supply chain management
Experience with the Texas State Property System
Experience in using CAPPS Financials
Experience in managing supply or logistics activities
Experience working in a volunteer organization
