NEOGOV is seeking an Education Program Consultant for Vision Outreach Services, responsible for implementing the Individuals with Disabilities Education Act and supporting educational agencies in serving blind or low vision students. The role includes providing consultative support, planning workshops, and overseeing programs for individuals with visual impairments in Wyoming.

Responsibilities

Provide consultative support and program guidance to schools, preschools, and other agencies serving individuals who are blind or have low vision
Plan, conduct, and facilitate workshops, student-specific technical assistance, conferences, and in-service trainings related to the needs of individuals who are blind/low vision
Oversee regional operations of federal and state programs for people who are blind/low vision
Facilitate, through direct service, the attainment of compensatory skills, job skills, assistive technology use, and independent living skills for adults who are blind/low vision
Assess needs for and provide access to adaptive equipment
Assist in the general supervision responsibilities of the WDE, as outlined in the Individuals with Disabilities Education Act, including monitoring, technical assistance, professional development, and annual grant reporting
Other duties as assigned

Required

Knowledge of both state and federal laws related to special education
The ability to apply regulations, rules, and disability specific knowledge in supporting educational agencies
An understanding of the visual system, visual impairments, specialized equipment, best instructional practices, and research related to low vision and blindness
Ability to collaborate and develop partnerships with local, state, private, and federal agencies to access resources for customers, provide high-quality technical assistance, and provide professional development opportunities
Ability to manage time and resources
Good organizational skills, which facilitate meeting the needs of a caseload of at least 600 individuals and the completion of multiple projects simultaneously
Strong communication skills, both written and oral, and the ability to present in front of both large and small groups
Ability to assess the broad educational needs of individuals who are blind or have low vision, determine priorities, and implement strategies
Skill in providing direct instruction in the use of low vision equipment, assistive technology, adaptive daily living skills, and other compensatory skills related to low vision or blindness
Bachelor's Degree (typically in Education)
1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist
4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist
Ability to travel up to 70% of the time
Ability to lift 50 pounds
