Bilingual Head Start Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) Coordinator

DREAM is a community organization that serves over 2,500 youth through charter schools and sports programs. The Bilingual Head Start ERSEA Coordinator will oversee the Head Start Eligibility, Recruitment, Selection, Enrollment, and Attendance processes, ensuring compliance and high-quality service delivery to families. This role also involves community engagement and providing translation support as needed.

Education

Responsibilities

Recruitment
Work in collaboration with program leadership to develop program-wide recruitment plan, deploying recruitment staff and resources as appropriate
Coordinates Advocate recruitment including ongoing canvassing and event coordination
Provides support to the Family Engagement team to identify and nurture recruitment partnerships in their community
Eligibility, Selection, and Enrollment
Oversee and maintain timely processing of applications from recruitment through acceptance - in a family friendly way, following enrollment guidelines in order to ensure full enrollment
Ensure ERSEA compliance, keeping up to date on any new or revised requirement and supporting with ERSEA audits
Review, approve, and select children and families based on approved selection criteria while maintaining a waitlist of children eligible to enroll and ensuring accurate rosters
Collect, monitor, and analyze enrollment data to inform planning process
Provide training for all Family Engagement and other staff and onboarding to new staff on Eligibility, Selection, and Enrollment
Oversees the annual development of the program's Selection Criteria
Attendance
Monitor program-wide attendance, including overseeing and coordinating attendance training, implementation and follow up
Monitor average daily attendance at each DREAM Head Start location, and work with center leadership and families to ensure strong student attendance
Monitor absences and follow up, including conducting chronic absence audits and working with other staff to support student attendance
Translation & Interpretation
Provide Spanish language translation and interpretation as needed to support families and program outcomes (including but not limited to: translating documents, interpreting for families, and facilitating training, activities, and workshops for families)
Record Keeping
Ensure that all applications and child files are completed, maintained, and confidential as needed, according to program guidelines and expectations
Create and share reports as needed (e.g. monthly summary tracking reports)
Ensure strong systems for documentation of all files as needed
Support coordination and communication between ERSEA team, Advocates, and Family Engagement and Health Coordinators regarding engagement, maintenance, and follow-up for health documentation
Family & Community Partnerships
Coordinate services for children with disabilities and their families with community agencies
Support the transitions of families in, through, and out of Head Start
Participate in community planning and advocacy to improve the delivery of services to children and families
Plan and attend family meetings and activities as requested
Additional duties related to the running of the school, network, and programs as assigned

Required

Bachelor's Degree, required
Bilingual (Spanish), required
2+ years of work experience related to school operations, social services, or family engagement, required
Experience with record-keeping, data collection, and analysis
Demonstrated computer literacy skills (Google Suite, Microsoft Suite, data systems, etc.)
Excellent organizational skills including the ability to self-manage multiple tasks and priorities on tight deadlines
Excellent written and verbal communication skills, including the ability to communicate effectively with various audiences (including colleagues, students, families)
A commitment to working with diverse populations of families and students
A desire to make a difference in the lives of our students, families and community
A desire and ability to receive and implement feedback
A strong belief in the mission and values of DREAM, including the desire to make a difference in the lives of our students, families, and community
Obtain and maintain certification in CPR and first aid
A physical exam, fingerprinting, and a federal background check are required for this position

Preferred

Previous experience in Head Start programs overseeing Eligibility, Recruitment, Selection, Enrollment & Attendance, strongly preferred
Experience, training, and skills in assisting the families of young children in advocating and decision-making for their families
