SUPERVISORY EMERGENCY MANAGEMENT SPECIALIST

Responsibilities
You will coordinate the installation emergency management command and control function to include the set-up, organization, staff training and effective operation of Emergency Operations Centers
You will manage the operation and oversee maintenance of the installation Mass Warning and Notification system(s)
You will develop and oversee various upgrades and improvements to Emergency Operations Centers systems
You will track and provide productivity, reporting/tracking and information management of all 911 center operations using automated systems
You will support the development and implementation of Installation Emergency Management Plans, Equipment, Training, Exercises and Evaluations which promote mission readiness
You will coordinate and/or provide the delivery of Emergency Management training
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements
This position may require travel to places within and outside the contiguous United States
If eligible for permanent change of station, the appointee will be required to sign a transportation agreement
Must be able to obtain and maintain a U.S. Passport
May be required to obtain a VISA dependent on the overseas country's laws/regulations
You will be required to sign the Statement of Understanding for Overseas Employment
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

You will be required to obtain and maintain a current valid United States driver's license
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Using Mass Warning and Notification Systems and Emergency Operations Center software to disseminate emergency information for Incident Command/Incident Management; 2) Ensuring Emergency Operation Center operations such as National Incident Management Systems (NIMS), FEMA, DoD and other response programs are in compliance with applicable rules and regulations; 3) Analyzing emergency management incidents and responses to determine appropriate responses and/or areas for improvement; and 4) Developing and maintaining current installation emergency plans and procedures for responding to natural disasters and other emergencies
Must have satisfactorily completed or have the ability to complete required FEMA incident Command System courses (or equivalent), Telecommunicator courses, Emergency Medical Dispatch courses, and other courses and management courses as required by CNIC-M 3440.18 and CNIC 3440.17
The incumbent is required to perform irregular work hours due to the demands of training, exercises or emergencies and the supervision of a 24/7/365 Emergency 9-1-1 Dispatch Center
The incumbent must be available for recall after normal duty hours when required, and adjust priorities to changes in workload based on uncontrollable situations
During a crisis, must be available for odd shift schedules and uncontrollable overtime
This position is mission essential, per DoD! 3020.42. This position is required to ensure continued performance of mission essential functions of the organization and meets the definition of per DoD! 3020.42 and other component policy
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
Preferred
Ph.D. or equivalent doctoral degree
3 full years of progressively higher level graduate education leading to such a degree
