Responsibilities

Manage staff and engineering activities related to the administrative operation of the Division's Construction, Design, Materials Lab, Land Development, Survey, and Traffic sections
Focus on fiscal accountability and the creation of performance goals and objectives associated with the delivery of road and bridge capital projects
Supervise and coordinate the work of Public Works staff involved in design, land development, survey, traffic, and construction work associated with bridges and highway development and repair

Required

A State of California Civil Engineering License is required for this position
Five years of full-time, professional engineering experience, including two years at the level of Senior Civil Engineer with the County of Sonoma
Possession of a valid California driver's license is required for various assignments
Extensive knowledge of requirements concerning the design, construction, and inspection of federal, state, and local funded road and bridge construction projects
Working knowledge of the Caltrans process for all types of projects, including major capital projects
Considerable experience applying the principles and practices of modern budget, program, and systems management
Experience supervising and coordinating the work of Public Works staff involved in the design, land development, survey, traffic, and construction work associated with bridges and highway development and repair
Extensive knowledge of the principles, practices, and techniques of civil engineering
Considerable knowledge of the principles and practices relating to modern budget, program and systems management
Working knowledge of building inspection as well as plan checking practices and techniques
Ability to successfully manage complex and technical engineering assignments
Ability to effectively supervise and direct the work of professional, technical, and operations staff
Ability to plan and organize various aspects of the work relating to administration, budget, and general management matters
Ability to make accurate mathematical calculations
Ability to read, understand and interpret complex technical and legal documents, maps, technical drawings and plans
Ability to listen attentively and participate in negotiations by providing required data and information
Ability to adjust workload changes and work under stress to meet deadlines
Ability to develop and maintain effective working relationships with all levels of representatives from governmental and private agencies, construction and consultant contractors, coworkers and the public
Ability to write and direct the preparation of technical reports, correspondence, and maintain records
Ability to provide effective leadership in the development of new or improved procedures
Ability to analyze and review staff reports and recommendations and give constructive criticism
Ability to effectively assemble organize and present in written and/or oral form, reports containing alternative solutions and recommendations regarding specific resources, plans and policies
Ability to speak before groups regarding department plans, projects and functions

Preferred

Possession of a valid certificate of registration as a Civil Engineer and as a Licensed Land Surveyor
