TRAINING SUPERINTENDENT
The Portsmouth Naval Shipyard is seeking a Training Superintendent to serve in the Production Resources Department, Employee Development & Quality Division. The role involves planning, organizing, and directing training activities to ensure personnel compliance with regulatory requirements and enhancing the quality and effectiveness of training practices.

Responsibilities
You will plan, organize and direct the activities of the Production Resources Training Division to ensure personnel are knowledgeable of, and able to perform work, in compliance with the guidance, policy and regulatory requirements
You will ensure the quality, efficiency and effectiveness of the Department's training and development practices
You will provide comprehensive learning and development plans for employees starting at entry level and continuing throughout their career
You will make judgements and decisions which may be considered to be extreme within the context of standard guides, precedents, methods and techniques
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift
Work is performed in areas where potentially harmful physical and chemical agents are present
This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Experience training and developing production trade resources, and supporting all training to include nuclear, nonnuclear, radiological, SUBSAFE, safety, security, and interpersonal skill development programs
Experience utilizing comprehensive knowledge of the principles of instructional design and execution
Experience delegating authority in oversight of multiple production training programs required to meet the shipyards mission
Experience utilizing extensive technical and administrative knowledge of the shipyard work operations, including nuclear and radiological requirements, skills and shop practices
Experience determining the most appropriate principles, practices and methods to apply; interpreting regulations on his/her own initiative; and resolving most of the conflicts that arise
