Responsibilities
Verify member eligibility, course availability, and validate school orders, travel orders, PCS procedures, and pre-requisites are properly complied with in-accordance with National Guard Bureau (NGB) guidance
Primary liaison with units and members for in and out-processing Formal Training Schools
Primary liaison with ANG liaisons on all issues that arise concerning members at Formal Training
Validate course attendance is complete and updated in the proper systems
Ensure application procedures for skill level technician training and resident Professional Military Education (PME) schools are complete and in accordance with prescribing directives
Act as the liaison between the units and the OPRs for ancillary training matters
Coordinate training of wartime requirements and assists OPRs in incorporating training into base and unit exercises
Perform analysis of manning documents and individual skills possessed to determine training objectives
Manage formal schools training budget, to include all formal schools and Mission Essential Skills Training (MEST)
Serve as resource advisor for budget of formal school workdays and travel resources
Coordinate with higher headquarters for days and dollars pertaining to MEST
Analyze annual Formal Schools workday guidance and annual MEST guidance to determine implementation requirements and coordinates/monitors for budgetary changes and advise Wing leadership at all levels on prioritization of available resources, this frequently involves the definitive interpretation of regulations and procedures, and the initial application of new methods as set forth by HAF or NGB; the employee informs the supervisor of potentially controversial findings, issues, or problems with widespread impact
Assist in all aspects of Education, Training and Distance Learning Programs
Assist with the enlisted training program by establishing and implementing unit training plans, policies, and procedures
Develop procedures to ensure upgrade/withdrawal actions are accomplished
Serve as the field representative for the Community College of the Air Force
Administers the "Air Force Training Course" program, training personnel to teach this course, and instructing the course as required
Assist with the training and qualification of unit education and training managers and additional duty training managers
In the absence of Chief, Education and Training Section, serve as wing/group technical advisor and functional manager for all education and training matters
Provide education and training advisory services to commanders and staff on all education and training programs
Confer with unit commanders, unit training managers, operating officials, and On-the-Job Training (OJT) supervisors to discuss training needs
Instruct and brief supervisory personnel on methods and procedures of training
Advise commanders on training policies and program changes
Assist units in screening and prioritizing school requirements
Provide support and training to unit training managers on training policies and procedures
Identify training resources in response to unit request for support of OJT
Assist with the development of education and training instructional products
Select instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids
Schedule and conduct formal classroom instruction
Develop educational and training objectives and measurement devices
Plan, direct, organize, and coordinate operations of multimedia education and training programs
Serve as test examiner and the alternate test control officer
Responsible for security, ordering, inventory, and destruction of all tests
Schedule and administer examinations
Ensure testing equipment is properly maintained and secured
Complete required reports as directed
Perform other duties as assigned

NATIONAL GUARD MEMBERSHIP IS REQUIRED
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement
Selectee will be required to wear the military uniform
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment
Males born after 31 December 1959 must be registered for Selective Service
Federal employment suitability as determined by a background investigation
May be required to successfully complete a probationary period
Participation in direct deposit is mandatory

Work may occasionally require travel away from the normal duty station on military or commercial aircraft
Work may potentially require the employee to be exposed to search and recovery operations in direct response to a military mishap or when providing support to Civil Authorities during an Incident Response as part of domestic operations
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment

GENERAL EXPERIENCE: Progressively responsible clerical experience or other work which demonstrated the ability to acquire and to apply a practical knowledge and understanding of the program objectives, policies, procedures, and requirements relating to the work of the position. Experience using computer and automation systems
SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education or training assembling data into proper formats as directed by oral or written instructions. Experience with maintaining records and establishing a filing system. Experience and ability to follow agency directives in monitoring and controlling a testing environment. Experience in developing lesson plans and assuring plans are followed. Experience obtaining training materials and setting up training equipment (i.e., audio-visual, training aids, etc.). Experience receiving, consolidating and analyzing data from subordinate levels and following agency directives using data to prepare plans and reports. Experience determining requirements; requisition, receive, store, and account for test materials. Experience overseeing a controlled testing environment. Experience determining requirements, securing and coordinating the use of training sites, facilities, and materials
High school graduate or the equivalent may be substituted for 3 months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time hours, or the equivalent) for the first 12 months of the required experience. For experience in excess of 24 months, education in schools above the high school level may be substituted at the rate of one academic year of education for six months of experience. Each 30 semester hours credited must have included at least 6 semester hours of courses which are directly related to the type of work of the position
