Instrument & Controls Engineer II
The New York Power Authority is seeking an Instrument & Controls Engineer II to lead research, design, and development activities to improve energy services. This role involves designing and testing equipment, providing technical support for operations and maintenance activities, and ensuring compliance with regulatory standards.

Responsibilities
Providing technical support for routine O&M activities including, drawing preparation, procurement of materials, implementation activities, and engineering/test data review. Review maintenance practices for suitability and economic reasonableness. Preparing recommendations for improvement, consistent with current technology and proactive industry, and government compliance standards
Provide lead engineering support of a wide range of design modification projects, equipment applications and failure research, engineering studies, and operations and maintenance activities
Observe construction activities and administer on-site technical support, as well as develop technical recommendations with moderate complexity for both O&M and Capital work
Provide local operations emergency response, troubleshooting & guidance. Occasionally outside of normal business hours
Independently coordinate cross disciplinary activities for the successful development and execution of projects
Select and apply codes, standards and procedures to work tasks appropriately
Preparation of engineering reports, field inspections and/or condition assessments, and equipment evaluations to develop technical recommendations for moderately complex scenarios. Generate and evaluate Protective Relaying Disturbance Reports and Equipment Incident reports, etc. as required
Provide technical leadership in state-of-the-art engineering and analytical techniques
Review designs, calculations, specifications, and reports produced by other internal engineers and external consultants
Qualification
Required
Bachelor of Science Degree in Electrical Engineering (BSEE), or equivalent (BSEET), from an accredited college or university
Minimum of eight (8) years of work-related experience preferred
Ability to access all areas of the plant and conduct physical evaluations of grounds and equipment including ability to climb and work at high elevations
Protective equipment must be worn in the performance of some duties
Extended working hours with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions
Demonstrated practical technical competencies at implementing moderately complex assignments involving protective relaying, communication, computer, networks, PLC, control, metering, and plant security equipment
Demonstrated ability to define moderately complex problems, collect data, establish facts, and draw valid conclusions by applying accepted technical and business standards
Ability to apply diverse technical principles and practices, with the understanding of the NYPA's policies, operations and objectives, to engineering deliverables
Working knowledge of applicable codes, standards, regulations
Strong verbal and written communication skills, Self-starter, who can work independently
Collaborative and team-oriented with ability to build relationships with vendors and stakeholders
Ability to coordinate the technical and commercial aspects of projects
Ability to perform engineering calculations, and complete specifications, scopes of work, reports, and interdisciplinary design packages
Competent in the use of Microsoft Office applications
Ability to effectively manage and prioritize multiple projects
Ability to travel
Preferred
Experience in Instrument/Protection & Controls and Electrical Maintenance preferred
Working experience with a Asset Management / MPR software such as Maximo preferred
New York State Engineer in Training certification preferred
