Responsibilities

Contribute to and actively participate in the conception, development, implementation, execution, and documentation of well-defined analytical questions and plans to provide decision insights to stakeholders on challenging and ambiguous infrastructure resilience problems of moderate complexity
Participate in and contribute to the development of analytical models, tools, and frameworks to characterize and assess key infrastructure resilience-related issues, such as infrastructure interdependencies, system-level impacts from natural hazards and intelligent adversary attacks, or risks and cost-benefit of various technology or operational solutions
Support team members in the development, evaluation, and application of physical and computational simulations to gain insight into moderately complex infrastructure systems
Utilize broad and comprehensive knowledge and leverage tools from established disciplines such as systems engineering, decision analysis, risk analysis, applied statistics and optimization, or other related fields to contribute to and actively participate in the development of innovative and creative methodologies
Collaborate and share relevant knowledge, analysis, and recommendations with scientists and researchers across a variety of technical disciplines, such as cybersecurity, physical security, natural hazards, and infrastructure systems
Balance multiple projects/tasks and priorities of customers and partners to ensure deadlines are met, while working independently with minimal direction within the scope of the assignment
Communicate moderately complex technical concepts to stakeholders in a concise and effective way
Routinely interact with technical contacts at sponsor and partner organizations
Perform other duties as assigned
Provide technical leadership and guidance to multiple diverse, technical teams of LLNL scientists and engineers to operationalize research and development advancements for LLNL national security programs, while executing projects and tasks and balancing priorities of customers and partners to ensure deadlines are met
Independently determine technical objectives and criteria to satisfy project deliverables and execute the appropriate technical approaches
Serve as the primary technical point of contact for program managers at sponsor and partner organizations by sharing relevant advanced level knowledge, providing opinions and recommendations on methodologies, and exerting influence as needed to fulfill deliverables and best meet sponsor needs

Required

Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship
Master's degree in engineering (mechanical, electrical, industrial, chemical, civil, or systems), computer sciences (data or information science), operations research, or related technical field, or the equivalent combination of education and related experience
Comprehensive knowledge and experience in developing models and/or frameworks to characterize and assess moderately complex infrastructure systems (e.g., electricity grid, transportation networks, supply chain and logistics, chemical processing, oil and natural gas transmission and distribution, communications networks, structural systems) and/or threats and risks to these systems
Comprehensive knowledge and experience with one or more of the following computational disciplines: risk analysis, decision analysis, data analytics, statistical modeling, modeling and simulation, control system design, systems engineering, or other related discipline
Demonstrated experience and comprehensive knowledge in developing, defining, and applying research questions and scoping defensible methods and approaches
Proficient verbal and written communication skills necessary to effectively collaborate in a team environment and present and author products targeted to a variety of stakeholders
Demonstrated analytical, problem-solving, and decision-making skills to effectively develop creative solutions to moderately complex problems
Ability to travel off-site for sponsor and customer interactions

Preferred

Ph.D. in engineering (mechanical, electrical, industrial, chemical, civil, or systems), computer sciences (data or information science), operations research, or related technical field, or the equivalent combination of education and related experience
Advanced level knowledge in one or more of the following areas: infrastructure systems, energy systems, cyber security, physical security, intelligence analysis, or other related discipline
Significant experience and advanced knowledge in the application and development of one or more of the following areas: risk analysis, systems analysis, decision analysis, data analytics, statistical modeling, modeling and simulation, control system design, systems engineering, or other related discipline
Ability to independently develop and execute complex analyses and to prepare and finalize tailored reports
Significant leadership skills and experience and demonstrated ability to exercise independent judgment to effectively manage diverse technical teams in executing projects
