Responsibilities

Plans, organizes, directs, controls and reviews complex long range (5 year agreement plan) Cooperative Agreements and related functions
Advises others including Federal staff, and non-Federal recipients to accomplish the program goals
Evaluates state mission effectiveness regarding the Cooperative Agreements Program
Conducts cooperative agreement council meetings for the purpose of updating policy and procedures to reflect current regulatory changes
Perform other duties as assigned

Required

Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government
Specialized experience which includes experience of an administrative nature, which involves the exercise of analytical ability, judgment, discretion, and personal responsibility
Knowledge to evaluate government programs and operational effectiveness, efficiency, or productivity within these agencies, and internal compliance with the policies, laws, and regulations governing these programs
Knowledge of agency programs and activities; agency missions, policies, and objectives; management principles and processes and the analytical and evaluative methods and techniques to assess the Cooperative Agreements Program for efficiency and effectiveness
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-12 position you must have served 52 weeks at the GS-11 Level
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
Credit will be given for appropriate unpaid and or part-time work
You must clearly identify the duties and responsibilities in each position held and the total number of months/years
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment
You will receive credit for all qualifying experience, including volunteer experience
Specialized experience will be used to determine qualifications for the announced position
An applicant's RESUME must provide, in detail, how they meet the specialized experience listed
It must be documented with 'from (mm/yy)' and 'to (mm/yy)' dates and description of the specialized experience
If education or a degree is required as part of the 'Specialized Experience', you must include transcripts
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
