Senior Specialist, Outreach/Business Services, Workforce Services
NEOGOV is a respected business partner in the community, and they are seeking a Senior Specialist in Outreach/Business Services for Workforce Services. This role involves performing specialized duties to meet the needs of area businesses and assisting clients from diverse backgrounds under the Workforce Innovation and Opportunity Act (WIOA) program.

Responsibilities
Contributes ideas and efforts towards recruitment of clients/employers for participation in programs and services. Determines employer and client eligibility for services. Surveys client and employer needs and recommends programs and services
Performs outreach to Kankakee County residents and employers through website and social media. Assists with writing press releases, online newsletters, designing flyers, and developing social media campaigns. Captures and reports website and social media metrics. Maintains membership in employer and local agencies organizations. Executes the outreach plan and provides input on further outreach strategies
Maintains contacts with employers and develops an employer contact and retention process. Maintains employer information files, documents employer calls and follow-up. Tracks employer performance data. Develops Work Experience and On-the-Job Training contracts and processes paperwork/timesheets for payments to employers
Assists clients with job seeking skills, including resume and cover letter development. Provides access to internet resources to aid clients in educational planning and job searches. Directly assists customers in the usage of Illinois workNet, Illinois JobLink and with the use of career development and job search resources
Matches clients with employer needs and makes appropriate referrals for job openings. Maintains job board of employers’ job postings and tracks monthly posting counts. Organizes job fairs to match job seekers with employers. Conducts follow-up activities with employers to support continued job placement efforts and job retention of program clients
Prepares monthly outreach and business services reports for the Workforce Board
Maintains a good working knowledge of the labor market and employer needs. Interprets data and analyzes future occupational needs of the area from local and national labor market information sources. Provides Labor Market Information to employers, job seekers, students and the general public
Manages customer flow by responding to program inquiries; conducting orientations regarding programs and services; performing intake, assessment, and certification for program eligibility; facilitating the development of client employment plans including maintaining, monitoring and updating plans as necessary; providing career guidance and advising clients on approved programs and providers; responding to client problems and complaints; and administering customer surveys for evaluation of services
Qualification
Required
Bachelor's degree with knowledge of specialized principles or techniques normally obtained through a four-year college/university academic program or equivalent in-depth specialized training program directly related to the type of work being performed is required
Computer experience using Microsoft Office or comparable applications required
Certification as Microsoft Office Specialist in appropriate applications or demonstrated equivalent skills required
Excellent oral and written communication skills required
Demonstrated proficiency in English required
Preferred
Degrees in public relations, marketing, human resources or other relevant disciplines preferred
At least three to seven years of related work experience preferred
Experience working with the public, recruitment, customer service experience preferred
Familiarity with Kankakee County social service agencies and businesses preferred
