Management and Program Analyst (Fleet)

Responsibilities
Responsible for directing, implementing, coordinating, and overseeing a variety of complex transportation management programs, including Home-to-Work and the USCIS Fleet program
Serves as a technical advisor and liaison to customers and stakeholders across the agency and department, providing guidance and conducting training
Uses analytic tools such as Tableau, Access, and/or Excel to combine, analyze, and interpret very large and complex fleet datasets from various systems to perform analyses and develop data-informed recommendations for leadership decisions
Creates and disseminates a variety of statistical and data analysis reports, briefs, and documents related to vehicle sustainability, utilization, financial oversight, lease, and rightsizing
Designs and implements planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions
Communicates related analysis and policies orally and in writing to customers, management, and stakeholders to ensure accurate and appropriate protocols are followed and provides clear and accurate information regarding advisement on fleet issues
Qualification
Required
You must be a U.S. Citizen or U.S. National to apply for this position
Successfully pass a Background Investigation including financial disclosure

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service
You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government
Conducting studies, analyzing and evaluating proposed changes, and researching and investigating new or improved business and management practices to determine the impact on program operations
Identifying fleet, budget, and property training needs and researching and designing training curriculum
Resolving broad and/or complex problems and issues associated with the planning, coordination, and implementation of agency programs and activities
Advising management on recommended solutions to various problems
