DIRECTOR FOR SUBMARINE/SUBMERSIBLE DESIGN AND SYSTEMS ENGINEERING
The Naval Sea Systems Command (NAVSEA) is seeking a Director for Submarine/Submersible Design and Systems Engineering. The role involves leading the design and engineering efforts for submarines, establishing technical standards, and providing expert advice to Navy leadership.

Responsibilities
You will lead submarine and submersible design, systems engineering, and integration across all technical disciplines
You will establish and enforce technical policies, standards, and certification requirements for all submarine systems
You will direct research, development, testing, and evaluation to ensure submarines meet mission and safety requirements
You will provide technical authority and expert advice to Navy leadership on submarine engineering and design matters
You will oversee Technical Warrant Holders, Chief Engineers, and shipyard engineering teams to ensure design integrity
You will manage technical risk, coordinate with Navy program offices, and resolve complex engineering challenges
You will develop and implement Submarine Safety (SUBSAFE) and Level I Material Control Program requirements across the Navy enterprise
Qualification
Required
Must be a US Citizen
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment
You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
May be required to successfully complete a 1-year SES probationary period
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty
Successful completion of a pre-employment drug test (including marijuana) is required
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved
This position is considered Key/Emergency-Essential
This is a Mission Essential position
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
Preferred
An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable
