Responsibilities

Advising management and contracting officers on matters pertaining to contracting policies and procedures
Conducting reviews of contractual documents within predetermined categories based on dollar value, method of acquisition, and other factors
Auditing contracts and purchased orders for compliance with regulations and procedures
Conducting training of contracting personnel to improve acquisition practices
Providing computer support for ALC procurement programs, as well as programs mandated by Coast Guard and Department of Homeland Security
Maintaining and tracking the record of the Contracting Officer Warrant Program (COWP)

Applicants must provide an official college transcript
Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the U.S
This position does have a positive education requirement
Transcripts must be submitted with your application package
Must be a U.S. Citizen
Must be registered or exempt from the Selective Service
A one-year probationary period may be required
All selected applicants must undergo and successfully pass a background investigation
This position requires a Public Trust clearance
All Federal employees are required to have Federal salary payments made by direct deposit
Basic Requirements: All applicants must meet the following basic education requirement: a 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
To qualify at the GS-11 grade level, Applicants must possess one year of specialized experience equivalent to at least the GS-9 level
Completion of 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree, if related
To qualify at the GS-12 grade level, Applicants must possess one year of specialized experience equivalent to at least the GS-11 level
Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work
Specialized experience may include the following: Reviewing contracting actions and contractual documents for appropriate contract type, cost/pricing data, selection source, acquisition method, clarity of contract terms, propriety of cited funds, documentation, etc
Maintaining databases, managing data, and providing statistics for a procurement / contracting function
Providing technical advice to management and contracting personnel regarding a wide variety of complex procurement and contracting issues
NOTE: Education cannot be substituted for experience at the GS-12 grade level
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
