Payroll Generalist
The New York City Council is seeking a Payroll Generalist to work in its Personnel Services Division. The role involves processing payroll and timekeeping actions, preparing personnel transactions, and ensuring compliance with established policies and procedures.

Responsibilities
Performs specialized, extremely confidential transaction processing and ongoing review of payroll and timekeeping actions
Prepares and processes personnel transactions in New York City’s Automated Personnel System (NYCAPS) including new appointments, job appointments, salary and hour changes, address changes, name changes, tax withholdings, leave status changes, terminations/resignations, budget code/line changes, work unit and distribution code changes. Reviews payroll reports for data integrity
Prepares and files with the Office of Payroll Administration (OPA) payroll reversals, stop-payments, refunds and garnishments; process payments to beneficiaries of deceased employees
Reviews time records for accuracy of information and for conformity with established policy and procedures
Prepares payroll bi-weekly and submits payroll to DCAS and OPA. Reviews payroll to ensure that changes have been implemented
Processes enrollments, maintain liaison with and coordinate various citywide personnel programs including Commuter Benefits Program, Transit Spending Account Program, direct deposit, 529 college savings program, savings bond program; prepare headcount and other personnel reports as requested by supervisors
Utilizes Reporting Management Distribution System (RMDS), City Human Resources Management System (CHRMS) and City Share in the performance of duties and may serve as security officer, as needed
Tracks and enters new appointments, terminations, and changes into two timekeeping systems
Reviews time records for assigned offices for accuracy of information and for conformity with established policy and procedures
Review and audits timesheet hours and monitors compensatory time policies. Escalates compliance issues to appropriate management
Prepares and enters Employee Time Record (ETR) exceptions into the Payroll Management System (PMS)
Qualification
Required
Post-secondary education or equivalent and progressive work experience in a union and/or non-union payroll or timekeeping related field
Working knowledge of New York City's payroll and timekeeping systems, New York City Automated Personnel Systems (NYCAPS); Employee Self-Service (ESS), and New York City's employee benefit and deduction programs
Working knowledge of Microsoft Office
Ability to function well under stressful conditions
Demonstrated track record in developing solid working relationships
Excellent verbal and written communications skills
Strong multi-tasking capabilities
Excellent time management, organizational and record keeping skills
