Responsibilities

Drafts, reviews and prepare complex contract requirements and documents in accordance with DART Procurement Regulations, FTA Third Party Contracting, as well as applicable state and federal laws
Possesses one or more areas of specialized knowledge with respect to contract types (e.g. Design, construction and professional services, cooperative agreements, and inter-agencies agreements etc.)
Negotiates contract terms and modifications, which require communication with various levels of agency upper management/and or project team. Includes follow-up on pending documentation to the file to ensure timely completion of contracts
Maintains communication with stakeholders, internal clients, administration and executive staff concerning contract negotiations, process and status; includes follow-up on pending documentation to the file to ensure timely completion of contracts
Interprets contract terms and conditions. Handles requests and approval processes for amendments or Contract extension
Provides senior level procurement experience in the review of contract documents to support senior procurement contracting officer’s approval. Determines the need for the involvement of the AVP and VP of Procurement in certain contracting matters and works directly with those officials to facilitate and resolve such matters
Manages a variety of contracts after execution to ensure contractor performance compliance
Participates with source evaluation team members in the solicitation process prior to contract award and provides guidance to the evaluation team, as needed
Provides guidance and training for Contracts Specialists and Contract Administrators as assigned. Oversees the treatment of certain complex issues arising in contractual matters being handled by Contracts Specialists and Contract Administrators
Keeps abreast of and has current working knowledge of the Federal Transit Administration best practices, Third Party Contracting local and state statutes, regulations and policies related to the procurement and contracting requirements of the agency
Provides Senior Procurement Professional level support and collaboration with the Contracting Officer in conducting strategic requirements review, acquisition strategy development, solicitation development, and in performing other related procurement tasks as required
Provides Senior Procurement Professional level support and collaboration with the Contracting Officer in review of complex requirements documents submitted by DART’s internal client to determine adequacy and sufficiency and make recommendations to the Contracting Officer
Assist the Contracting Officer and/or contracts specialists with preparation of solicitations, acquisition plans, source selection plans, and other documents required in accordance with the Federal Transit Authority, DART Procurement Regulations, regulatory and local guidance
Complete all contract awards and modifications within the established Procurement Administrative Lead- times (PALT) identified by the Contracting Officer
Complete and handle all contract files in accordance with the best practices in acquisition regulations and local policies and procedures
Prepare modifications for various contractual actions to include, but not limited to, contracts, purchase/delivery/task orders, blanket purchase agreements, indefinite delivery contracts, as necessary
Administer and/or closeout contractual vehicles in accordance with regulatory guidance and DART procedures
Other duties assigned to support overall department/project/program goals and objectives

Required

Bachelor's degree in business administration, public administration, or related field
Ten years' experience in business or public administration with emphasis on customer service, financial management, budgeting involving government procurement
Five years' experience serving in a procurement managerial role handling multi-million-dollar procurements/and or contracts
Demonstrated ability to engage effectively with senior and executive leadership, supported by strong communication and presentation skills
Proven ability to collaborate across internal departments, align stakeholders, and drive toward shared goals
Strong financial and business acumen
Highly motivated, high-energy, self-starter mindset
Ability to manage multiple priorities simultaneously and thrive in a fast-paced, constantly evolving environment
Proven ability to communicate, partner, and influence across a demanding matrix organization
