Responsibilities

Ability to lead and direct staff, manage projects, and provide effective leadership
Review, interpret and recommend new, revised or amended departmental policies (financial and/or programmatic), practices, and procedures to ensure program efficiency and compliance with City, State, and Federal laws and regulations
Solves complex problems and addresses issues prior to engagement with the City Administrator
Serves as a strategic business advisor to the CA and DCA by assisting them in effective decision-making and execution of key initiatives
Manages labor relations activities, including performing research and preparation for collective bargaining meetings
Handles and/or participates in grievances and interest arbitration hearings
Analyzes economic data, evaluate budgets, and provides support for the budget development process
Identifies areas and opportunities for efficiencies and optimization in service delivery

Required
