Responsibilities

Presenting budget strategies to the Secretary and Executive level staff at MDOT Headquarters. Discussing Budget and Strategic information with MVA Administrator and Executive management. Discussing monthly financial status with the Administrator and Executive staff
Providing information and insights to enable the Executive management in their decision-making process, participate in monthly project review team discussions, involved in legislative committee for fiscal, economic and program impacts and implementation strategies and legislation affecting MVA, and managing results plus other planning budget and finance meetings at MDOT
Leading the Office of Financial Services including Financial Management, Accounting, and Financial Systems. This position oversees the Accounting and Financial Systems Division to include Accounts Payable, Accounts Receivable, Cash Receipts, and Revenue
Responsible for the leadership and direction of the recording, processing and distribution of $2.0 billion in revenue. Additionally, the processing of over 2000 invoices monthly and over $20 million in various refunds via the Financial Systems of the MVA. Also, bank reconciliations and daily credit card reconciliations. Ensuring that fees and donations collected are accurately posted, accounted for and distributed according to laws, regulations and policies
Leading of workforce diversity and technological advances in the workplace. With new technological advances, such as Customer Connect, new financial systems, and new personnel system the incumbent ensures continuous training and skills development in technology and networking for staff
Continuous engagement to synchronize with Planning and Capital Programs team, Project Managers, Accounting and Financial team on capital funding and charges, closing issues, such as amendments, accruals and encumbrances
Directing the development of budgeting and forecasting models for expenditures. Directing the budgeting process using BARS (Budget Systems) for MVA. Financial Management Information system (FMIS). Managing the allocation and funding of over 1700 positions that include regular and contractual employees

Preferred

Bachelor's degree from an accredited college or university in Finance, Accounting, Business Administration, Public Administration, Economics, or related field
Eight (8) years of experience in government, public sector, or business operations that includes exposure to budgeting, financial management, accounting, or fiscal oversight
Five (5) years of supervisory or management experience leading professional staff in areas such as financial operations, budget development, business administration, fiscal analysis, or related administrative functions
Executive-level experience advising senior leadership on financial strategy, budgeting, and fiscal policy
Strong knowledge of governmental accounting, state budgeting processes, fund structures, grants, and capital program funding
Expertise in financial analysis, forecasting, modeling, and variance reporting for large and complex budgets
Skills to oversee major financial operations, including Accounts Payable, Accounts Receivable, Cash Management, and enterprise financial systems
Strong analytical skills with the ability to interpret complex fiscal data, evaluate legislative fiscal notes, and provide clear, actionable recommendations to leadership
Demonstrated experience presenting and defending budgets to executive leadership, senior finance officials, and legislative committees
Proven ability to lead diverse financial teams and manage multi-division operations with high accuracy and accountability
Exceptional communication skills, including the ability to convey financial information to non-financial audiences clearly and effectively
Strong strategic thinking skills to align financial decisions with agency mission, goals, and long-range planning
Ability to manage competing priorities, high volumes of work, and tight deadlines in a fast-paced, high-visibility environment
Proficiency with enterprise financial systems (such as FMIS, BARS) and advanced skills in budgeting tools, forecasting models, and data-driven decision-making
High ethical standards, sound judgment, and commitment to transparency in financial management
