Responsibilities

Assists the Director of QA/QC in the implementation of the Quality Assurance Management Program for light rail operations, including Newark Light Rail, Hudson Bergen Light Rail and the River LINE
Identifies and assists with the development of new maintenance and inspection procedures. Recommends their acceptance to leadership teams and monitors implementation
Assists in the implementation of an internal Quality Management System for the light rail operations group, along with contractual requirements for contractors and suppliers to implement quality management systems
Assists in the development of audit policies, manages their implementation, and prepares detailed reports to provide management with compliance criteria relevant to NJ TRANSIT policies and procedures, Federal and State regulations along with recommended corrective action plans, as required
Extracts, compiles and analyzes performance reports, noting deficiencies. Aides light rail properties in the development of corrective action plans for increasing all systems reliability and quality
Aides in the implementation of Document Control across the light rail properties to maintain quality standards for all policies, procedures and controlled documents and forms
Reviews Risk Based Inspection data for all three properties on a monthly basis to identify areas of deficiencies, in order to develop corrective action plans if needed, and directly involved in mitigation planning and implementation
Assists in the oversight of MTE Calibration and routine audits to support compliance

Required

Bachelor's Degree in technical discipline, engineering, or business administration
five (5) or more years progressive supervisory experience with particular emphasis in the areas of quality assurance, fleet maintenance or project management. One year of closely related experience can be substituted for each year of education required
Must be able to navigate and demonstrate knowledge of quality assurance and quality systems and standards, including ISO 9000 required, as well as operational and maintenance procedures and policies, problem solving and group action techniques

Preferred

Prior experience in light rail operations and FTA/FRA/NJDOT regulated programs is a plus
Understanding of “Quality First” and total quality management philosophy desired
