Responsibilities
Space Force Program Executive Officer for select ACAT I through ACAT III equivalent acquisition of all levels of classification in direct support of the SecAF, CSAF, CSO, USSPACECOM/CC, SSC/CC, and the SAE
In this role, the PEO provides direction and oversight for all matters related to technical and programmatic direction, security policy, and resource allocation for the nation's most critical battle management and intelligence space programs
Represents the Space Force to Congress, Office of the Secretary of Defense (OSD) organizations, Director of Operational Test and Evaluation (DOT&E), Government Accounting Office (GAO), the Intelligence Community (IC), other DOD Agencies, industry leaders, Allied partners, and the media on issues regarding the BMC3I acquisition portfolio
Provides authoritative oversight of System Requirements Reviews, Preliminary Design Reviews, Critical Design Reviews, and configuration control for the Space Force BMC3I capabilities
Investigates complex space command, control, and communications and intelligence problems in search of creative, innovative technical and engineering solutions
Provides direction to and oversight of designs and leads the development of road maps and architectures for space command, control, and communications and intelligence systems
Leverages in-depth threat analysis, using advanced analytical principle and multi-source intelligence data, including database manipulation, assess risks and vulnerabilities impacting DOD acquisitions
Participates in IC technical capability forums
Develops and delivers detailed intelligence services, systems and capabilities in accordance with the appropriate Intelligence Community standards to senior leadership
Possesses a thorough understanding of the DOD acquisition lifecycle and integrates threat intelligence and supportability into acquisition phases, from planning and source selection to contract execution and post-award management
Demonstrates expertise in the aerospace community, Joint, DOD structure, organizations, missions, functions, interrelationships, and operations
Conducts unbiased research to identify and leverage appropriate data sources and systems to fulfill intelligence capability acquisition requirements and support DOD, Intelligence Community (IC), and Combat Support Agency consumers and clients
Develops clear and concise acquisition documentation and delivers compelling briefings to senior audiences to facilitate decision-making
Serves as a technical expert in acquiring intelligence capabilities, ensuring alignment with customer requirements and leveraging knowledge management best practices
Utilizes experience with modernization and acquisition processes to support Space Force, Air Force and IC planning, programming, and budgeting processes
Drives cyber security across the enterprise
Recommends the establishment, continuation, or cessation of new technology thrusts to assure quality space command, control, communication and intelligence systems and other technologies for current and future operational capabilities
Directs alterations to test and analyze infrastructures to support advances in the state-of-the-art space command, control, and communications and intelligence systems
Based on deep knowledge of BMC3I capabilities, makes recommendations on available expertise and direct technical approaches to ensure they are complete and consistent with state-of-the-art engineering principles, operational requirements, and Space Force mission objectives

Required
A bachelor's degree from an accredited institution is highly desired
U.S. citizenship is required
Males must be registered for Selective Service
Mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement
Selected candidate must file an Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978
Position has been designated Special - Sensitive and the selectee must have or be able to obtain a Top-Secret clearance
The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86
Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment
Position requires travel under conditions specified in the DoD Joint Travel Regulations
Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning
An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period
Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code
Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Ten (10) years acquisition experience in an AWF position, at least 4 years of which was performed while assigned to a CAP
Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years
Selectee must meet Advanced level certification requirements in Program Management or must be able to meet Advanced certification within 48 months of assignment
Selectee must meet 80 hours of continuous learning requirements within the designated timeframe (80 hours of continuing learning (CL) every 2 years (with a goal of engaging in 40 hours annually))
Experience managing programs across ACAT I, II and III levels; experience leading large acquisition organizations of military, civilian and contractors
Knowledge of managing the acquisition of intelligence capabilities necessary to support a range of USSF activities
Advanced knowledge of space/ground architecture and mission systems to include Mission Partner/Intelligence Community considerations/policies; delivery of crucial intelligence capabilities based on requirements; inter- and intra-agency relationships/interfaces; and the technical baseline/foundation/requirement for mission activities/programs
Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people
Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades
Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality
Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture
Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors
Preferred
A master's or advanced degree in an appropriate technical/business field is highly desired
