Responsibilities
Act as the primary program manager for major Health IT programs—leading planning, execution, risk management, and delivery performance
Dive into delivery details to ensure engineering, data, and product teams operate efficiently and meet scope, schedule, and quality expectations
Maintain ownership and accountability for team and individual performance; drive performance reviews, task alignment, and productivity improvements
Oversee sprint planning, backlog prioritization, technical workstream coordination, and cross-functional communication
Ensure solution architectures, system integrations, data pipelines, security models, and platform configurations are implemented correctly and aligned to mission requirements
Introduce and scale best practices in engineering, DevOps, cloud modernization, automation, and analytics
Troubleshoot delivery bottlenecks, resolve impediments, and escalate risks with clear mitigation strategies
Build and refine operational processes, delivery frameworks, and team structures to increase throughput, predictability, and quality
Monitor delivery KPIs and create actionable dashboards to drive continuous improvement
Align delivery functions with corporate strategy, budget planning, workforce forecasting, and resource optimization
Serve as the primary point of engagement with government program offices—owning communication, expectation-setting, and relationship management
Lead technical discussions, roadmap sessions, operational reviews, and delivery updates with federal/state stakeholders
Ensure customer priorities are fully understood, translated into actionable plans, and executed successfully
Lead technical proposal writing, delivery sections, staffing plans, and solution strategies for new government opportunities
Collaborate with BD, Capture, and engineering teams to articulate strong delivery frameworks, risk models, and execution plans
Provide thought leadership on Health IT modernization, data strategy, cloud platforms, and digital transformation trends
Mentor delivery managers, Scrum Masters, technical leads, and analysts
Provide coaching, set performance expectations, and conduct evaluations to build a high-performing delivery organization
Foster a culture of accountability, innovation, collaboration, and continuous learning
Track emerging trends in Health IT, cloud technologies, interoperability frameworks, digital modernization, and public sector technology adoption
Translate insights into enhancements across delivery strategy, proposals, and organizational capability
Qualification
Required
10+ years leading delivery, operations, or program management within a Health IT environment supporting government clients
Strong technical foundation and experience overseeing engineering, data, and integration teams
Proven success managing large-scale Health IT programs and holding full accountability for team performance and final delivery outcomes
Demonstrated experience leading and writing complex technical proposals for government procurements
PMP certification required
Deep understanding of Health IT architectures, cloud ecosystems, interoperability, data management, and modern engineering practices
Exceptional leadership, communication, and relationship-building skills
Preferred
MBA or Master's in Computer Science
