Director, Office of Developmental and Behavioral Health
The NYC Department of Health and Mental Hygiene is responsible for overseeing a comprehensive network of child and adolescent mental health services. The Director of the Office of Developmental and Behavioral Health will lead a team to implement strategic initiatives that support mental health and well-being across developmental stages, while fostering partnerships and ensuring effective management of services.

Responsibilities
Establish the strategic vision and operational priorities for the Office and ensure effective day-to-day management
Stay current with research and best practices in promoting mental health and developmental well-being across the lifespan, and apply this knowledge to guide program design, implementation, funding allocation, and continuous improvement
Oversee staff adherence to policies and procedures related to programmatic and contractual monitoring, including budget management, scope of work compliance, performance evaluation through site visits, data collection and analysis, and quality improvement activities
Identify service gaps and design or procure new programs to address emerging needs
Serve as a member of the Bureau’s senior leadership team, working in partnership with the Assistant Commissioner to set strategic direction, oversee operations, and ensure team cohesion and effective performance
Inform the Bureau’s policy objectives with regard to perinatal and early childhood mental health and intellectual and developmental disabilities
In collaboration with City and State agencies, design cross-agency initiatives aimed at improving outcomes for children and adolescents with mental health and co-occurring: a) intellectual or developmental disability (I/DD) needs or b) substance use needs
Integrate racial equity and social justice principles into all aspects of program planning, implementation, monitoring, and evaluation
Collaborate and consult with internal and external partners, including other Health Department divisions, City agencies, academic institutions, and community organizations involved in child, adolescent, and young adult mental health
Prepare reports, briefings, and presentations for executive leadership, scientific audiences, and other stakeholders; disseminate findings through conferences and publications
Represent the Bureau on interagency workgroups, task forces, and committees, and perform other duties as assigned
Qualification
Required
A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health
A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '2' above
Preferred
Extensive expertise in perinatal, child, and adolescent mental health and/or developmental disability services
Knowledge of New York City's public children's mental health service system and/or I/DD service system
Strong track record in supervising interdisciplinary teams and fostering effective multi-stakeholder partnerships
Experience in workforce development or training for practitioners serving parents, children, and families
Demonstrated experience in program design, contracting, budgeting and monitoring
Proven ability to implement and oversee quality improvement activities for public programs or services
Exceptional written and verbal communication skills, with strong organizational, analytical, and interpersonal abilities
Proficiency in using data to inform planning, service delivery, and system improvement
Demonstrated commitment to racial equity and social justice, with experience applying these principles to address health disparities
