Street Maintenance Operations Supervisor - Asphalt
The City of Kingman is seeking a Street Maintenance Operations Supervisor specializing in Asphalt to oversee construction and maintenance activities within the Public Works Department. This role involves planning, coordinating, and supervising a team, ensuring projects meet quality standards and are completed on time.

Responsibilities
Supervises plans and coordinates the work of a team of employees in assigned operational areas including writing and reviewing scopes of work and work-related procedures, establishing deadlines, priorities and work sequences
Makes adjustments to schedules, priorities, and work sequences to accommodate equipment breakdown, material delays, or unplanned absence
Trains and instructs employees in proper use, general cleaning, maintenance, and safety inspection of vehicles, equipment and tools. Monitors equipment operations to maintain efficiency and safety, and ensures personnel perform work duties and activities are in accordance with Federal, State, local and City laws, regulations, ordinances, policies and procedures
Provides leadership and supervises assigned employees, which includes participating in hiring and disciplinary decisions of assigned staff; providing and/or recommending employee development, participates in employee performance management
Confers with Project Manager for planning, review, coordination and implementation of projects
Participates in the construction, repair, maintenance and other related items
Recommends changes and improvements to management regarding work area policies and issues to improve productivity and enhance services
Inspects and approves all phases of public and private construction jobs and projects; Prepares cost projections for specific jobs and projects. Accurately read and interpret maps, specifications, drawings, and blueprints
Requisitions and maintains an inventory of supplies; Keeps an inventory of tools and equipment
Advises on capital expenditures
Maintains project and program plans and specifications
Prepares a variety of studies, reports and related information for department management review and need
Ensures and assists in proper setup safe work zones and devices
Prepares and maintains work records and logs, work orders, maintenance and repair logs, vehicle inspection forms, and other documentation
Coordinates and monitors programs and projects for assigned area to establish and accomplish goals and objectives, track effectiveness and ensure regulatory compliance
Receives telephone calls, inquiries and complaints concerning services of assigned work area; handles questions and matters of a more technical nature and effects appropriate resolution
Serves as a liaison with employees and external organizations; represents the City at various meetings, public events, training sessions, committees, and/or related events, and maintains effective working relationships; provides professional advice to supervisors; makes presentations to supervisors, boards, commissions, civic groups and the general public; communicates official plans, policies and procedures to staff and the general public
Establishes and maintains effective and supportive relationships by demonstrating courteous, professional and cooperative behavior; promotes the City’s goals and priorities in a positive manner, complies with all policies and procedures
Researches, develops and maintains technologies and information systems; researches and recommends system upgrades and replacements
Keeps the Assistant Public Works Director advised of division activities and issues through written and oral reports
Protects privileged and/or confidential information
Regular attendance is an essential function of this job to ensure continuity
May be required to work or be called out early mornings, evenings, or weekends as needed
Creates and maintains a safe work environment; follows safety policies and practices, works in a safe manner, and corrects unsafe activity and conditions
Qualification
Required
Graduation from a high school or GED, supplemented by course work or training in construction and maintenance
Three to five (3-5) years' experience in construction and maintenance in the relevant field of the Public Works Division
Two (2) years of supervising experience
Valid Arizona Driver's license appropriate for the type of equipment being operated
May require other specialized licenses or certifications not listed below depending on assignment
Required to provide own hand tools
Based on assignment, may be required to participate and obtain NIMS (National Incident Management System) training certifications
Minimum of CDL - Class A; Endorsements as required by the division
Preferred
Supervisory experience in public sector preferred
Traffic Control Supervisor certification is desired prior to the interview
