The Commercial Development Project Manager is responsible for coordinating private investments and revenue-generating contracts that monetize Amtrak’s assets, overseeing the planning, design, financing, and construction of commercial development projects.

Responsibilities
Plan and scope commercial development projects at Amtrak properties, including major stations, railyards and right-of-way, surface parking and vacant lots, and new facilities or joint developments
Evaluate and illustrate the development potential of prospective sites that address site conditions and rail, or multi-modal facility, needs
Engage with external parties, including local and state jurisdictions, developers, brokers, market research organizations, and other third parties to assess the regulatory and financial conditions for development
Liaise with internal Amtrak stakeholders (e.g., Engineering, Operations, Capital Delivery, Finance) to ensure seamless coordination and approval of development activities with Amtrak’s passenger rail operations
Perform quantitative analyses and comparisons of developer financing arrangements and land or lease valuations, including complex arrangements such as revenue splits or profit sharing
Identify gap funding needs and pursue potential public and private solutions (e.g., grants, loans, credit enhancements, etc.)
Draft offering documents for commercial development opportunities
Evaluate unsolicited commercial development proposals involving Amtrak-owned properties
Support drafting and negotiations of revenue-generating contracts, term sheets, memoranda, and legal documents, sale and easement agreements, ground and air-rights leases, and joint ventures
Coordinate with Finance, Law, and other departments as needed to produce business plans and secure and deploy operating or capital funds required to pursue commercial development projects
Monitor and report on project delivery status and performance measures
Perform other related duties as required
Qualification
Required
Bachelor's degree in finance or related field or the equivalent combination of education and training/experience
Experience with the real estate development life cycle, including planning, design, financing, and construction
Experience evaluating and producing real estate and transportation pro-formas or financial models
Experience identifying process deficiencies and implementation improvements while controlling costs
Experience managing multiple projects of varying complexity simultaneously
Excellent oral and written communication skills targeting internal and external audiences
Familiarity with Microsoft Office Suite (i.e., Word, PowerPoint, Excel) and mapping/illustration tools (i.e., Google Earth)
Advanced leadership and management skills with a proven ability to motivate others; time management; and conflict resolution and investigation skills
Ability to travel 25%
Preferred
7-10 years of relevant experience
Master's degree in finance or a related field
Transit-oriented development experience
Private real estate development experience
Public finance experience, including grants and loan facilities
