Energy Planning Data Analyst (JC-501327) - Energy Division/ Electric Planning and Market Design Branch /Integrated Resource Planning - Procurement and Oversight Section
California Public Utilities Commission is focused on energy planning and policy analysis, seeking an Energy Planning Data Analyst to support the state’s resource and infrastructure planning efforts. The role involves conducting research, developing solutions to complex energy issues, and advising high-level decision-makers on integrated resource planning programs.

Responsibilities
Conduct research and technical analyses on complex energy policy and energy market issues with moderate direction
Develop creative solutions to complex analytical problems while taking into consideration the market and policy implications
Work to develop and refine parts of a complex regulatory proceeding in a team environment
Represent the Energy Division and/or the California Public Utilities Commission (CPUC) in various high-profile settings
Collaborate with other state agencies and stakeholders to help achieve statewide clean energy goals
Organize and facilitate workshops and/or stakeholder meetings
Prepare workshop reports, as needed
Assist Commissioners, their advisors, management and other decision-makers regarding issues in the assigned areas
Review and prepare comments on pending legislation and respond to inquiries from the public and legislative staff
Qualification
Required
Experience gathering data and synthesizing information; and conducting analyses
Experience managing policy or energy projects, providing leadership support to key parts of projects and project teams, establishing schedules and managing production of timely deliverables
Written and verbal communication skills, including experience presenting and writing white papers, reports, and memos
Ability to conduct research and technical analyses on complex energy policy and energy market issues
Ability to develop creative solutions to complex analytical problems while considering market and policy implications
Experience working in a team environment to develop and refine parts of a complex regulatory proceeding
Ability to represent the Energy Division and/or the California Public Utilities Commission (CPUC) in various high-profile settings
Experience collaborating with other state agencies and stakeholders to help achieve statewide clean energy goals
Ability to organize and facilitate workshops and/or stakeholder meetings
Experience reviewing and preparing comments on pending legislation and responding to inquiries from the public and legislative staff
Completion of the STD 678 application form with detailed experience related to public utilities and/or transportation in the areas of economics, finance, or policy
Submission of a copy of transcript or diploma if using education to meet minimum qualifications
Verification of United States course/degree equivalency for foreign degrees/transcripts
