Responsibilities

Manages an Engineering work group providing Civil or Mechanical design services for projects that create or modify wastewater facilities using assigned engineering and designer staff
Plan, organize, and direct the work of assigned staff. Monitor work distribution with the assistance of discipline leads. Estimate staffing needs and schedules to meet completion dates for assigned work. Evaluate work progress and results and develop or initiate changes to achieve work objectives as needed
Direct the technical quality assurance review of drawings, specifications, and contract documents for compliance with established engineering or project standards and objectives. Coordinate the work of external consultants involved in design projects. Ensure that work is being performed according to agency technical standards
Forecast staffing needs and plan the work of engineering to cover essential functions and determine the proper balance of work between consultants and assigned engineering staff to optimize responsiveness, staff productivity, and the quality of wastewater projects
Provide or arrange for the official engineering position on issues related to the daily operation of WTD facilities and the design of future facilities including standards, standardized equipment, guide specifications, and design philosophy. Provide engineering advice to external County initiatives as requested

Required

Registered Professional Engineer (PE) in the State of Washington
A Bachelor's degree in Mechanical or Civil Engineering, or related engineering degree
Eighteen (18) years of increasingly responsible experience in civil or mechanical engineering
Advanced knowledge of contract packaging and contract administration for public works
Demonstrated skill in assessing and determining the necessary resources to successfully accomplish work program(s)
Thorough knowledge of current engineering principles and practices, construction methods, materials, and equipment used for the construction and rehabilitation of collection and/or conveyance systems and wastewater treatment facilities
Increasingly responsible experience in a large, complex industrial or utility setting, preferably wastewater treatment, with experience in engineering design, project management, construction and/or maintenance, in an environment associated with major asset management / capital replacement programs

Preferred

Prior experience supervising engineers
Prior experience mentoring and training Entry and Journey level engineers
