Responsibilities

Write and edit communications that may be both complex and controversial
Serve as the central processing point for correspondence and communication on behalf of the Public Engagement Division (PED)
Support the Office of Citizenship, Partnership and Engagement (OCPE) and External Affairs Directorate (EXA) mission by identifying potential issues, and strategically manages and resolves matters before they escalate
Coordinate the division’s formal review of agency policy, reports, and writes, as well as reviews, official documents for EXA leadership's signature; validating accuracy of written information on the programs, policies, goals, before they escalate
Provide executive leadership to senior managers responsible for citizenship publications and resources, citizenship public education and outreach initiatives, training programs for adult educators, and community capacity building programs
Coordinates and leads collaboration meetings with subject matter experts within the program offices to coordinate a response for any complicated and/or controversial/sensitive correspondence and to reach compromise
Analyzes the impact of new, revised, and proposed legislation, Executive Orders, and DHS policies and directives, for application to potential future speeches and other authoritative, accurate written information
Edits, writes, and publishes pamphlets, handbooks, training materials, manuals, regulations, guidebooks, standard operating procedures, and a wide variety of other written communications necessary for the operation of OCPE and EXA
Manages all correspondence processing and reviews critical and politically sensitive cases; provides technical advice to executive officials on incoming issues and concerns that may require OCPE, EXA or USCIS action
Writes speeches and other authoritative, accurate written information articulating, interpreting, delineating, explaining and defending highly complex, potentially controversial, important USCIS or DHS policies, programs and activities

Required

You must be a U.S. Citizen or U.S. National to apply for this position
Successfully pass a Background Investigation including financial disclosure
You must pass a drug screening
You must submit resume and supporting documentation
Males born after 12/31/1959 must be registered with the Selective Service
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service
You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position
Completing writing projects, meeting deadlines, and following content requirements in terms of style and project specifications
Managing and completing work in a timely manner for multiple communication and writing projects, including web content and design
Writing and editing speeches for organizational senior leadership
Writing and editing communications intended for audiences such as senior leadership, public, organization and stakeholders
Writing and editing policies and regulations which govern an organization and subordinate offices
