Supervisory Air Traffic Control Specialist (Assistant General Manager)

The Federal Aviation Administration is seeking a Supervisory Air Traffic Control Specialist (Assistant General Manager) in Honolulu, HI. Responsibilities

The AGM applies extensive knowledge and experience in management of terminal and en route air traffic facilities to integrate air traffic operations, support services and administrative programs to advance the tactical use of concepts and technologies to achieve the strategic goals of the ATO and the Federal Aviation Administration (FAA)
The AGM ensures that all district operational and support plans are integrated with the operational philosophy of the ATS directorate at all levels. The incumbent provides input and guidance on policies, standards, and procedures as regards to all district activities, to ensure the safe, secure and efficient use of navigable airspace. Identifies information needs, training requirements, and ad hoc and recurring reporting requirements to include reporting to the GM
The AGM applies his/her experience in managing and directing air traffic operations and/or support activities to maintain close connectivity with field facility operations and support activities throughout the District and to ensure that the GM and necessary district staff are able to respond quickly to unexpected and emergency situations. Provides a timely as well as the accurate unfiltered flow of information up the management chain and responds to stakeholder concerns by focusing on systemic issues, professionalism, training, and system efficiency
The AGM applies a comprehensive understanding of the principles of management and strategic planning to plan, direct, coordinate, evaluate and manage the operational and support activities of a highly technical matrix organization consisting of Air Traffic Managers (ATM) and Support Managers (SM). Works on complex projects and programs based on the objectives of the organization along with the GM and is responsible for strategic and tactical planning, communicating the organization’s vision and objectives, setting priorities, coaching, and developing staff and organizational capabilities. The AGM solicits feedback from the SMs and ATMs on shared responsibilities for safety, efficiency and a systems approach in the performance of the NAS

Must submit an SF50 (See Required Documents)
Designated or Random Drug Testing required
A completed FAA form 3330-43 (not rated/not signed is acceptable) form is required prior to closing date of announcement
Candidates must show Specialized Experience, which is defined as: Experience managing a large, complex technically oriented safety organization to develop objectives for and to align the work of subordinate technical organizations
Experience applying program/project management principles to achieve operational goals and lead strategic planning, facility planning and integrated consensus building across ATO Services Units
Must have held an FAA 2152 FV-J/FG-14 or above regional or headquarters position for at least 1 year (52 weeks); OR Must have been facility rated or area certified for at least 1 year (52 weeks) at an ATS facility; OR Must have held a MSS-2 position for at least 1 year (52 weeks) in an ATS facility
Qualification must be met by the closing date of this announcement
Education cannot be substituted for experience at the AT-KL level

Benefits

Relocation expenses reimbursed: Yes— - Fixed Rate TCS - Temporary Change of Station (Current Federal Employee) - In accordance with applicable FAA Travel regulations, a fixed relocation payment of $27,000 will be paid to current Federal employees for relocation to the temporary duty station and relocation from the temporary duty location for a total of $54,000. Relocation expenses paid are subject to applicable taxes.
