Combat Systems Test Manager

Responsibilities
Assist the Operations Lead in identifying required resources (e.g., test equipment, replacement parts, etc.) and coordinating all technical aspects of CSAT event preparation
Identify and assemble SME support from NSWC PHD and external entities, and collaborate with PMRs and SMEs to evaluate ship condition and develop assessment plans
Enforce all shipboard, electrical, and procedural safety requirements, ensuring Combat Systems Assessment Team (CSAT) personnel maintain up-to-date shipboard qualifications and comply with all safety directives and work requirements
Prepare and deliver oral and written reports—including daily updates, consolidated summaries, and executive-level final reports—to ship leadership, NSWC PHD, and other stakeholders
Conduct Pre-Assessment Briefs and attend shipboard In-Briefs, providing updates and changes to the SOE
Lead daily Hot Wash meetings and conduct the Final Out-Brief with assessors, ship leadership, and NSWC PHD personnel
Request and review visiting ship Combat Systems, Weapons, and Operations Department Eight O’Clock Reports
Provide SME coordination and support for warfare element integration and platform-level Combat System interoperability throughout planning and execution
Develop and manage the technical Schedule of Events (SOE), sequencing activities to support end-to-end testing and deconflicting as required
Review Electronic Material Assessment Forms (EMAFs) from SMEs, ensure alignment with mission priorities, and submit daily packages to the Waterfront Technical Assistant (WTA)
Work with SMEs to troubleshoot and resolve issues affecting operational readiness
Coordinate and communicate outstanding post-event items with PMRs and TYCOM Combat Systems Port Engineers
Interact frequently with operations lead, technical SMEs, and logisticians
Provide support for N51 requirements and other tasks as assigned by the Branch Manager
Bid and proposal support if requested
Other duties as assigned
Qualification
Required
An active secret clearance is required to be considered for this position
Bachelor's degree from an accredited university required
Ten (10) years of experience providing operational coordination and technical program support within U.S. Navy shipboard or combat systems environments required
Must possess basic computer literacy and data entry skills
Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.)
Strong attention to detail and organizational skills. Ability to plan, coordinate, and execute activities on schedule
Excellent verbal and written communication skills
Demonstrated problem-solving skills
Must possess strong time management skills
Must be able to work in a fast-paced, changing, and challenging environment
Must possess strong self-initiative, with the ability to work independently or on a team as required
Travel Required 25% travel required
Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
Preferred
Master's degree from an accredited university desired
Knowledge of Navy Combat Systems and shipboard maintenance procedures desired
Experience effectively presenting work progress and status presentations in meetings and briefs with senior-level personnel desired
