They seek an Associate or Senior Associate General Counsel to provide in-house legal services focusing on public utility regulatory matters and litigation, ensuring compliance and managing outside counsel.

Responsibilities

Provides legal services, advice and practical solutions in relation to a wide range of public utility regulatory, litigation, and related issues affecting the Companies, including: assessment of legal, regulatory compliance and business risk; representation of the Companies before governmental administrative agencies and in court, preparation of legal documents, pleadings, memoranda, motions and regulatory filings; preparation of rate case filings and participation in all aspects of rate case hearing, including discovery, witness preparation, motions practice, drafting memoranda and briefs, etc.; handling all aspects of various litigation matters including commercial, contract, personal injury, and property damage claims, from case inception to judgment and appeals; advising officers, managers and employees regarding proposed legislation, newly enacted laws, legal trends, cases and policies pertinent to the Companies; assisting in the development and implementation of the Companies’ policies, procedures, and strategies; advocate the Companies’ positions externally
Provides legal services to the Companies, including evaluation of legal issues and assessment of risk, in a wide range of other areas, including business law (with an emphasis on contracts and corporate liabilities), labor and employment law, environmental regulation, real property, securities, finance, compensation and benefits, legislation and litigation; develop preventative law programs including training to assist operational managers and their staffs in the handling of their work; advise officers, managers and employees regarding new laws, legal trends, cases and policies pertinent to the Companies
Provides work direction and/or monitor work performed by outside attorneys to ensure use of the same is efficient and provides high value; assist in monitoring and managing outside counsel costs, including invoice reviews. Direct, provide guidance to and monitor work of Legal Department Legal Assistants
Participates as a legal adviser on task forces, committees and special projects. Effectively communicate with senior management on legal issues and risks, including preparing and delivering presentations
Assists in developing and implementing policies, procedures and systems for provision of legal services and monitoring of potential areas requiring legal review. Provide such other services as attorney's abilities, education, and experiences enable attorney to perform
Participates in Companies’ emergency response activities as assigned, including any activities required to prepare for such emergency response. Other duties as assigned

Required

Law degree, membership in the Hawaii State Bar Association and license to practice law in Hawaii (license to practice law and in good standing in another state will suffice pending admission to Hawaii bar)
Thorough knowledge in commercial and business law
General knowledge and familiarity with the legal areas listed in the job requirements and specialized knowledge in one or more of such areas
Ability to work independently, manage time effectively, meet deadlines and deliver a high quality work product
Ability to make mature, experienced business and legal judgments and apply strategic thinking
Ability to communicate clearly, persuasively, logically and succinctly (both verbally and in writing)

Ability to make quick decisions on multiple topics on routine basis
Minimum of 4 years of legal experience required
Specialized knowledge in the area of public utility regulation and familiarity with Hawaii Administrative Rules Chapter 16-601 (Rules of Practice and Procedure Before the Public Utilities Commission) or similar rules in other jurisdictions
Specialized knowledge in the area of litigation and familiarity with Hawaii Rules of Civil Procedure, Rules of the Circuit Courts of the State of Hawaii, or similar rules in other jurisdictions
Broad knowledge of energy law and commercial/business law

Preferred

Experience working with public utility commissions, consumer advocates and legislative bodies on public utility regulatory matters
Experience appearing before courts, governmental administrative agencies and/or alternative dispute resolution forums, and working on all aspects of litigation matters from case inception to judgment and appeals
Minimum of 7 years of legal experience required with a minimum of three years of concentration in public utilities regulatory law and/or litigation
