UTILTIES TECHNICIAN 1
NEOGOV is seeking a Utilities Technician I who will maintain, repair, and manage automated control systems for wastewater and stormwater conveyance systems. The role involves troubleshooting and maintaining SCADA equipment, performing public utilities repair and maintenance work, and assisting in system upgrades and expansions.

Responsibilities
Troubleshoot and maintain Supervisory Control and Data Acquisition (SCADA) equipment and electronic controls; utilize a computer-based work order management system for tracking tasks; perform other public utilities repair and maintenance work as required
Ability to understand and analyze the information provided by computer-based systems that gather real-time data of the mechanical and electrical control equipment of sanitary and stormwater lift and pump stations in order to manage the performance of the systems to maintain normal operations or modify the systems' performance during emergency events such as power outages, storms or other system disruptions
Troubleshoot the electronic wiring and control instrumentation inside the sanitary and stormwater lift and pump station cabinets to maintain, repair, and calibrate the controls and power distribution systems contained within and assist contractors when required
Troubleshoot, maintain, repair, and calibrate instrumentation and controls associated with network communications and maintain the Programmable Logic Controllers' ladder logic programs
Troubleshoot, maintain, repair, and calibrate instrumentation and controls associated with the odor control system, including metering H2S and methane gases and monitoring biological processes by measuring the inbound and outbound pH and nitrate levels
Assist in the planning and execution of system upgrades and expansions to accommodate changing operational requirements, including integrating new equipment, expanding network infrastructure, or implementing additional monitoring and control functionalities
Participate in the scope of work and plans review associated with the constructability, operability, maintainability, and environmental concerns during the planning and design engineering phases of system renovations and expansions, including conveyance systems, lift and pump stations, baffle boxes, tide check valves, and associated equipment
Incumbents in this position agree to be on call as scheduled 24/7/365
Incumbents in this position are expected to be proficient and qualified to perform and supervise the performance of all aspects of the Wastewater and Stormwater Utilities Maintenance Worker I and II positions

Qualification
Required
Graduation from an accredited High School or equivalent
Possession of a driver's license valid in the State of Florida
Ability to obtain a Class B Commercial Driver's License with air brakes and tanker endorsement within one year
Considerable knowledge of wastewater collection system construction, maintenance, and repair; the ability to troubleshoot and find solutions to rectify sanitary issues; thorough knowledge of the tools, materials, and equipment used in the installation, replacement, maintenance, and repair of utilities; ability to read construction plans and blueprints
Working knowledge of Programmable Logic Controllers (PLC), including basic ladder logic concepts, installation, and setup
Ability to perform manual and semiskilled labor for extended periods, often under unfavorable weather conditions
Ability to perform basic computer functions
Ability to establish and maintain effective working relationships with associates
Work requires the ability to exert moderate, though not constant, physical effort, typically involving some combination of climbing, balancing, stooping, kneeling, crouching, and crawling and which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12 to 60 pounds)
Vocal communication required for expressing or exchanging ideas by means of the spoken word; hearing required to perceive information at normal spoken-word levels; visual acuity required for depth perception, color perception, preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities
The technician is subject to inside and outside environmental conditions
Preferred
Three years of applicable experience in wastewater and/or stormwater conveyance systems and pump/lift station operations
Mechatronics Certificate or Certified Automation Professional or Certified Control Systems Technician or related Associates Degree within six months of employment
Experience with computer applications and software, programmable logic control, electrical circuitry, basics of electricity, and mechanical pump operations and controls
Familiarity with CISCO Operating System Basics
