Talent Operations Manager

Responsibilities

Works to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy
Lead the creation and enhancement of Talent Acquisition operational processes to build a modern, efficient, and scalable Talent Operations function
Oversee day-to-day workflow distribution and provide direction to the Talent Operations Specialist while providing guidance to the HR Generalist in a dotted-line capacity
Partner with the Director of HR and other leaders to ensure Talent Operations strategies align with organizational goals and workforce needs
Ensure a seamless, timely, and positive experience for candidates from initial contact through onboarding
Oversee and, when required, personally support the completion of all pre-employment requirements, including I-9 verification, vaccination documentation, background checks, compliance checks (e.g., residency), and occupational health scheduling
Serve as an escalation point for complex or sensitive candidate cases
Maintain strong communication with candidates, hiring managers, and recruitment agencies to ensure clarity and consistency throughout the job posting, hiring, and onboarding processes
Monitor onboarding progress for all new hires and ensure the team meets required timelines and standards
Provide guidance and support to team members to ensure adherence to Talent Operations procedures and service expectations
Manage and maintain new-hire data in HRIS platforms, including Workday and ADP Enterprise, ensuring accuracy and compliance
Build, modify, and optimize Workday workflows to improve efficiency and reduce processing time
Produce regular reports and dashboards to track onboarding metrics and identify opportunities for improvement
Collaborate with HRIS teams to troubleshoot system issues and implement process enhancements
Regularly assess Talent Operations processes to identify gaps, inefficiencies, or compliance risks
Lead initiatives to redesign workflows, improve candidate communication, and strengthen pre-boarding and onboarding outcomes
Utilize data to propose and implement changes that improve overall Talent Acquisition performance
Directly supervise the Talent Operations Specialist and provide dotted-line guidance to the HR Generalist supporting onboarding
Provide coaching, performance feedback, and task guidance to ensure high-quality work and professional development
Lead cross-functional projects that support broader talent management goals and operational excellence
Serve as a subject-matter expert for Talent Operations within the HR department

Required

Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity
Commitment to health equity and racial/social justice issues
Bachelor's degree or equivalent relevant work experience
Significant experience in Talent Acquisition Operations or HR Operations
Prior experience supervising, coaching, or managing staff
Hands-on experience with Workday and ADP Enterprise, including workflow management
Experience with Applicant Tracking Systems (ATS)
Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook
Strong customer service orientation with excellent communication skills
Ability to work independently, prioritize effectively, and manage multiple competing tasks
Strong attention to detail, problem-solving skills, and ability to navigate a fast-paced environment
City of Boston residency is required
A Criminal Offenders Records Information request must be completed for this position
Certain immunizations will be recommended and/or required prior to commencement of employment duties
Any position that requires an advanced degree will be subject to education verification
Certain positions at the BPHC may require Child Protective Service Background verification
